Furbert: ‘Plum Post Handed To Non-Bermudian’

“While BDOT workers are forced to apply for jobs within the new Tourism Authority, a non-Bermudian has a plum post handed to him,” Shadow Minister of Tourism Wayne Furbert said today [Mar 21] in reference to the appointment of British national Andrew Brooks.

Mr. Furbert said, “The actions surrounding the hiring of Mr. Brooks as the Golf Director by the Tourism Authority reinforces the belief that there two Bermudas where there is one set of rules for the privileged and connected and another set of rules for everyone else.

“We do not discount the work that Mr. Brooks has done for Bermuda especially at Port Royal, but it is time to move on.

“There are several capable, qualified, Bermudians who given the opportunity would have excelled in this role. By failing to advertise the post these capable, qualified Bermudians were cheated out of an opportunity to compete for the post, and work for their own country.

“While BDOT workers are forced to apply for jobs within the new Tourism Authority a non-Bermudian has a plum post handed to him.

“The PLP supports the view that Sports Tourism and especially Golf, should be a promoted during our winter months. This is supported by the National Tourism Plan that was developed under the PLP. We further believe that there are Bermudians with the ability to execute that aspect of the Plan.

“We believe that Bermuda works best when it works for Bermudians. By their actions, the OBA have shown us that they believe that Bermuda works best when everyone but Bermudians benefit,” concluded Mr. Furbert.

We asked the Bermuda Tourism Authority for a response, and will update as able.

          Once again we see the OBA government failing Bermudians again. Giving JOBS to NON-Bermudians seem to be their objective. At the Department of Education alone there are 3 jobs given to non-Bermudians, with one individual overseas interviewing for another post. What is more interesting as little singing frog whispered in my ear that a Consultant has been brought in to assist the non-Bermudian in her post. This is something that we as Bermudians must hold the government accountable for, as our children are not winning in this case. I am not surprise anymore in regards to the action of this government, whom seem not be stand up for Bermudians or put us first.

            Under the new Incentives for Job Makers Act the government let go through companies are able to make application(s) under section 5 of the EDA Act whereby senior executives can obtain exemptions from work permit requirements as set out in the Immigration Act. Thereafter, if various requirements and qualifications are met by the company and senior executive, the senior executive can apply for a permanent residency certificate under the Immigration Act.

            Another downfall that has been established is The Bermuda Immigration and Protection Amendment (No. 2) Act 2013. This amendment allows a company employed by a global company in another jurisdiction to transfer to the Bermuda office without the requirement to advertise the positions. The New Business Permit allows an exempted company that is new to Bermuda to receive up to five work permits for overseas recruits for senior positions without the need to advertise first. This act recently this year was amended yet again to allow IB companies to apply to the minister for the allowance of more than five work permits for overseas recruits for senior positions without the need to advertise. If the minister sees fit he can approve the application for more than five work permits for overseas recruits for senior positions without the need to advertise under the latest amendment.

To keep attempting to justify, defend, validate, rationalize or excuse the wrong actions or policies of the OBAubp by comparing it to what the PLP did or did not do, is a very feeble, insubstantial, inadequate attempt to dismiss the wrong actions of the OBAUbp.           2.The OBAubp promised Bermuda on the doorsteps that they will do Politics differently, so far we have not seen anything that represents these actions.           5.The OBAubp continues to justified or excuse their actions of not advertising the position by suggesting the PLP once again did not do it. Always falling back on the PLP as reason for what they did not do or will not do. Have the OBAubp forgotten as to why folks voted for change? To continue to substantiate, or vindicate their actions by always falling back or recalling what the PLP did or did not do, will not prevent folks from overlooking the wrong steps and actions of the current government whom promised us that they will in fact do things differently. The funny thing is the OBAubp is doing the same thing the PLP did, yet they cried down the PLP for their actions. REALLY !!

          6.Since the post was not advertised, how in the world do we know if there was any Bermudians talent out there locally or overseas? The OBAubp should have at least attempted to do this much.

          7.One can also recall the change of the PGA Grand Slam of Golf to the newly renovated Port Royal Golf Course for 2009/10 events, many from the UBPoba did not like the shift or the fact that Dr. Brown worked hard to make the Port Royal ranked as one of the best places to play golf today.

          8.Now today we see the OBAubp are following and adapting most of Dr. Browns ideas of building on our Golf and encouraging high ranking and ordinary golfers to come here and play and stay.

          9.Dr. Brown was working to beat the clock of having the Port Royal competed before 2009/10 for the next PGA. He required someone with top ranking skills and knowledge on designing a high quality golf course, No one in Bermuda had that type of experience, and thus someone was recruited from overseas.

          10.OBAubp also believed like Dr. Brown that they had to recruit someone from overseas that could move the golfing in Bermuda to a high level, yet at the time they faulted Dr. Brown for doing the same thing they today are doing. OBAubp are building upon the many ideas that Dr. Brown generated to improve our tourism product…..

          Wow how much they are now thinking like Dr. Brown, despite the fact they hate to admit to it, but yet their actions show differently…REALLY… lol.

      I think the main issue is the fact that this position was not advertised. You are right, under the PLP, Brooks was hired over locals. But, locals got the chance and opportunity to apply and compete.

      In this case, the position was never advertised so locals did not even get a chance to apply.

        No actually he was hired by the PLP and apparently the job advertisements were issued after this fact. I remember the criticisms over this fact within the golf world, but despite this all just about agreed that he is an asset for the local golf community. It is too bad we had a weak opposition at the time or this would’ve gained more publicity,

        Even the PLP knew that he was the right man for the job and he did really good work at PR and was able to train a local for the position.

          if he has trained a local for the position then it should have be advertised for that local to apply. The whole point of hiring foreigners in those positions is to train and teach Bermudians to take over those top jobs.

    How ironic of Mr. Furbert to complain about this appointment given the fact that this ‘nasty foreigner’ was hired as Director of Golf at Port Royal by the PLP subsequent to the approximately $15mn of tax payers’ money spent on revamping PR. The same revamp which cost the PLP Government $15mn of tax payers’ monies for the services of a ‘nasty foreign firm’ Rulewich who oversaw the project.

    After the renovations were complete the PLP, under Dr. Brown, appointed another foreigner in the form of Mr. Brooks as the Director of Golf at Port Royal with the Premier at the time stating this about Mr. Brooks:

    “After naming Andrew Brooks, a PGA Professional, golf writer and television commentator the new director of golf, putting on his minister of tourism hat, Premier Dr. Ewart Brown told guests,

    “Our ability to recruit someone of Andrew’s caliber speaks to the high quality of golf we are creating at Port Royal.

    “I think Bill Pitt (general manager) and Andrew Brooks will lead Port Royal into a new era that will make the members pleased and the country proud.”

    It is ironic that during Mr. Furbert’s reign as Tourism Minister, in which he took Mr. Brooks with him on various trips to promote golf in Bermuda, espoused the skills and professionalism of Mr. Brooks as well as his Party stating that he is an asset to Bermuda in general. Now he is an albatross and unjustified.

    Can Mr. Furbert please identify any local golf professional with as much experience and connections as Mr. Brooks retains in this field? It takes a lot more to promote this industry then simply being able to record a decent score on the card. Please point out where there are Bermudians being overlooked that retain the golfing skills coupled with marketing experience as well as substantial contacts within the industry. Due to his connections throughout the golf world, as he is a registered PGA Professional, he can reach the market demographics that we require to promote such tourism. You might be right, but it is up to you to prove it.

    What can be done is to ensure that there is an understudy to be able to procure all the necessary skills and contacts to take over the role in due course. Just like what happened at Port Royal golf course during his tenure as Director. If there were/are so many Bermudians available and capable why did the PLP hire Mr. Brooks in the first place?

    It is amazing how his skills/expertise were even noted by the PLP leader at the time (see above quote) but now all of a sudden the same individual is a waste of time. It is amazing what an election can do to one’s opinions. Absolutely amazing, but not surprising.

    I do believe that Bermudians should get first pick of jobs. There is a scarce number of jobs right now as it is; however, I do not see a problem with hiring a foreigner IF there is NO qualified Bermudian. If there is a qualified Bermudian to do the job, they should get first pick.

      So you are telling me that they didn’t give Kim Swan this job out of spite, but somehow he was able to secure a job at the public Port Royal course via the same administration?

      The same Kim Swan that is all over social media complaining, to anyone that can read or listen, against the fees (that haven’t changed since 2007) for the Bermuda Open golf tournament and railing against the BGA and generally hurting the image of our golf product.

      Sure doesn’t sound like he knows too much about marketing to me. But I am sure you know better than anyone else:)

    As a Bermudian working abroad who is in a recruiting position, I see the problem slightly differently. In the article, Furbert says there are “capable and qualified” Bermudians who could take the position. But in today’s global market, being just “capable and qualified” is the bare minimum. We should look to have the best possible person for that position regardless of weather they are Bermudian or not.

    I have worked with Mr. Brooks and all I would like to see is results and numbers he is a nice guy but he was training a Bermudian so what has happened to him and this Gentleman has bought people for golf as I can testify so can Port Royal please show numbers thanks

    you know there is something to be said when you want to know something about fishing you go speak to a fisherman well i just read 40-50 pieces and its true there are people who will write stuff just because….now to the subject Brooks should never have been brought here in the beginning and yes there were 3-4 Bermudians who were capable but as advertised the job was for 1 year .. yes 1 year ended up being 4 yes you could throw the PLP under the bus for that but such a great job RC did on selling his mate to Bdot and hey we could could look at this fellow and figure out how much he is making and contributing but thats a different story.Now we have the Tourism Authority and they give Brooks a great deal its a disgrace that a Bermudian isn’t in that position there is no one that will be able to justify this appointment.     Do you not have a mandate to introduce a new way forward for Bermuda.

    May be the candidates for all these high paying positions should go on the electoral ballot, then we all could have a say so and may be at least keep the peace.

      And the reason to “romance” golf is BECAUSE it’s already established. We need to find new avenues AND shore up the stuff that works. That is their mandate. Ignoring the stuff that works is counterintuitive…

    The BIG question that Bermudians should be asking is why Mr. Brooks was not brought as the fourth passenger in JetGate instead of the Premier’s business manager since he was there for his golf expertise? If the Premier feels that his business manager is so much more of an expert that he had to brought to meet with potential investors instead of Mr. Brooks than was the business manager ask if he would take the Golf Director position since he is a Bermudian?

    Ask questions & don’t be sheeple Bermudian People.

    All of you criticizing this hiring forget the PLP hired him at Port Royal as the best candidate for the job. Now, the PRIVITIZED tourism department the OBA enacted hired him again. If there were any better candidates they would have been hired again. This has nothing to do with anti Bermudian hiring. If he is the best, he provides the best chance of pushing more people to Bermuda and creating more jobs. Open your minds and look at yourself before you go making ridiculous claims based on your own inadequacy.

      Even though Brooks was appointed by the BTA, he is actually paid from the public purse, along with the other employees.It is very unlikely that the BTA will ever get in a position to fund itself, given the huge remuneration packages etc. it doles out. It has no incentive to do so because of the blank cheque book presented by Crockwell, apparently with no expiration date. Therefore, we can expect this madness to continue.

      Despite the promise of transparency, the Government considers the details of their employment a state secret.
