Roseanne Foy: New Director Of Internal Audit

Roseanne FoyThe Secretary to the Cabinet / Head of the Civil Service Dr. Derrick Binns today [Aug 20] announced the appointment of Roseanne Foy as the Director of Internal Audit, with the appointment to take effect on October 1, 2015.

Ms. Foy is a Chartered Professional Accountant with 18-years post qualification experience. She obtained Bachelor of Arts and Bachelor of Commerce degrees from Saint Mary’s University in Halifax, Nova Scotia in 1992 and went on to work for Arthur Andersen LLP in Bermuda and New York for five years.

Between 1998 and 2002, Ms. Foy worked as a Senior Financial Analyst for Fortis Inc. and then for Zurich North America [Global Energy] in New York.

Upon her return to Bermuda in 2002, Ms. Foy assumed the Assistant Comptroller position with Zurich Global Energy and she subsequently moved on to work at Max Capital Group and Endurance Specialty Holdings as an Assistant Vice President in Finance.

She has served in the Bermuda Government since 2010, when she assumed the position of Assistant Accountant General. Three years later, she became the Acting Accountant General and her responsibilities included oversight of twelve distinct operational areas including revenue receipting, payments, compensation and benefits and financial reporting.

In 2014, she joined the Office of the Auditor General in her current post of Audit Principal, with responsibilities for the audits of Quangos, aided schools, health care funds and other Government controlled organizations in accordance with applicable auditing standards accepted in Canada & Bermuda.

As the Director of the Department of Internal Audit, Ms. Foy is responsible for providing leadership and direction in administering an objective and independent assessment of the adequacy and effectiveness of the Government of Bermuda’s internal control systems and in so doing assist management in achieving its objective.

As such, the Director is responsible for providing professional internal audit services, consultation and advice in respect of all assets and resources.

The Director is also responsible for planning, directing and administering a comprehensive risk based internal audit programme for the entire Government that includes, but is not limited to complex audits of financial, operational, compliance, control, fraud investigations and information system related issues.

Dr. Binns said, “I am pleased to welcome Roseanne to this senior post. Ms. Foy brings a wealth of technical, financial and operational strength to the post having worked in both the private and public sector. Her skills will be an invaluable asset to the Government, and I want to take this opportunity to wish her well in her new role.”

    It will be interesting to see if she provides any initial comments about the proposed airport redevelopment as a priority.
