If the method of securing these was mechanical, such as a chain and pad lock thru a fenced gate, or even a dead-bolt door, that is not working—a pair of bolt cutters and a crowbar could be used to gain entry. Perha ps more powerful tools are kept in a building that has alarms, I don,t know. Now that this has happen, it would be a good idea for Govern ment and the private sector to look at how their tools are protected. I have seen two to three lawnmovers unattended while workers had gone to lunch, and this happens frequently..but then again who is daring enough to steal a lawnmover alongside a public road.
