A spokesperson said, “Vehicle owners that hold a valid TCD vehicle examination pass certificate and required to renew their vehicle licenses by March 31, 2020, can do so by following this two-step procedure:

“On completion of the licensing process, a new registration certificate cannot be provided. However, the TCD system will be updated to reflect that your vehicle is now licensed.

“The public is also advised that due to the office being closed, owners of vehicles that require TCD inspection pass certificates before relicensing will be unable to get their vehicle examined. The website doesn’t allow you to pay for your license online. It only allows you to schedule a vehicle inspection which is pointless because TCD is closed. This makes no sense.
