			<content:encoded><![CDATA[<p>The contract tenders for the demolition, erection and completion of the Victoria Place Housing project in Sandys have not been issued yet, WEDCo Chairman Walter Lister said this afternoon [May 20]. Speculation had arisen on a talk show that the contract had been, or will be, awarded to Correia Construction.</p>
<p>The cost for the entire project is $36 million dollars, and the funding for this project is through the Bank of Butterfield. Mr Lister said funding for the finance is via a combination of rents and sale proceeds from the remaining WEDCo owned Boaz Island Village Condominiums. Minister of Public Works Michael Weeks previously <a href="http://bernews.com/2012/05/minister-weeks-36m-wedco-housing-project/">said</a> that Government is providing a shortfall guarantee for the project.</p>
<p>&#8220;The houses are being purchased “turn-key” from CPS &#8211; <a href="http://www.cpsprecast.com/Precast/Home.html" target="_blank">Coastal Precast Systems</a>. The houses will be manufactured, shipped and erected with local labour,&#8221; said Mr Lister.</p>
<p>&#8220;The contract tenders for the demolition, erection and completion of the project have not been issued therefore no one to date has been awarded any work, however, this will be done over the coming weeks.&#8221;</p>
<p>Mr Lister said tenders will be issued for local contractors to provide work including trenching, site excavation, landscaping, crane work, electrical, plumbing, painting and more.</p>
<p>&#8220;One of the primary objectives for this development is to deliver the project within the prepared financing of $36,000,000.00. I can however add that it is our intent to include as many small businesses as practically possible,&#8221; said Mr Lister.</p>
<p>The <a href="http://bernews.com/2012/05/oba-where-is-the-36-million-coming-from/">OBA has questioned</a> the project, with Opposition Leader Craig Cannonier asking why the Government is continuing to build more housing when there are hundreds of empty apartments, and Shadow Finance Minister Bob Richards asking where is the $36 million coming from.</p>
<p>“If the Government has to guarantee it, then it is taking on more debt,&#8221; said Mr Richards. &#8220;This will be $36 million on top of the more than a billion dollars it already owes, and on top of the $14 million the BHC has to borrow to pay for the latest phase of the Grant Atlantic housing project.</p>
<p>“The public should not be fooled into thinking that Wedco or BHC borrowing is not public debt. These are government entities, and it is taxpayers who are ultimately responsible for it,&#8221; said Mr Richards.</p>
<p><strong>Mr Lister&#8217;s full statement is below:</strong></p>

<blockquote><p>As Chairman of the West End Development Corporation (WEDCo) it gives me great pleasure to announce the delivery of the Infrastructure expansion and Victoria Place Housing project. The Board and Management have always been dedicated to improving the quality of life and standard of housing within the West End.</p>
<p>Approximately 3 years ago WEDCo was approached to give consideration for a new mega Yacht development it was then an opportunity to use this as an opportunity to assist WEDCo in delivering a solution to the long outstand Housing challenges and expand the Dockyard infrastructure.</p>
<p>WEDCo is still committed to furthering the Marina development and will be a business partner in that development we first wanted to deliver a cost effective solution for housing. It was through this relationship that we are now delivering our solution.</p>
<p>This longer term solution not just a quick fix for two properties, instead it is a well thought out sustainable plan for all residential properties with WEDCo’s remit. Initially we anticipated that the project would have been completed by now, the last 2 years have presented many challenges for us to overcome.</p>
<p><strong>I would urge the public at large to listen to the facts:</strong></p>
<ul>
<li>This is a WEDCo Infrastructure and residential housing project.</li>
<li>The cost for the entire project is $36 million dollars.</li>
<li>The funding for this project is through the Bank of Butterfield.</li>
<li>Funding for the finance is via a combination of rents and sale proceeds from the remaining WEDCo owned Boaz Island Village Condominiums.</li>
<li>WEDCo is in a partnership to develop the Marina and a solution for the infrastructure expansion and housing. This partnership is operating under the company called South Basin Development, Ltd. This company is owned and controlled by Wedco.</li>
<li>The houses are being purchased “turn-key” from CPS &#8211; Coastal Precast Systems. The houses will be manufactured, shipped and erected with local labour.</li>
<li>The contract tenders for the demolition, erection and completion of the project have not been issued therefore no one to date has been awarded any work, however, this will be done over the coming weeks.</li>
<li>CPS will manufacture the insulated concrete panels, consolidate interior fixture and fittings and deliver the entire unit including project materials via barge to Dockyard.</li>
</ul>
<p><strong>Tenders will be issued for local contractors to provide:</strong></p>
<ul>
<li>Trenching, installation of pipe, electrical connections, plumbing connection and all works associated with the infrastructure portion of the project.</li>
<li>Site excavation and preparation</li>
<li>Site works: Electrical, plumbing, lighting and eventually landscaping.</li>
<li>Erection of Houses will require many contractors to complete the entire installation:</li>
<li>Crane work</li>
<li>Electrical</li>
<li>Plumbing</li>
<li>Installation of Door, windows, cabinets. Etc.</li>
<li>Painting</li>
</ul>
<p>The above items will be all delivered through contractors and subcontractors. WEDCo will over the coming weeks hold provide further detail of the entire project not simply for public information but also for contractors to better understand our project and the best way to get involved.</p>
<p>The site as we currently know it will soon have a new face and therefore we need to reflect back and ensure this is properly recorded. The existing Albert and Victoria row were originally constructed during 1870’s. The purpose of these dwellings was to house the married Royal Navy artisans.</p>
<p>These were the family homes for the carpenters, plumbers, ship wrights and other working class persons within the Royal Navy. Today many of our sitting tenants who are also working families which came to live in these same dwellings after being relocated from Devonshire and have made Dockyard their home for the last 30+ years.</p>
<p>While these structures have served for generations they are in need of replacement. WEDCo in conjunction with the Maritime Museum will ensure that before the demolition of each site occurs each of them will be properly recorded and kept for historical records.</p>
<p>The new housing development affords an opportunity for every current sitting WEDCo tenant to move into a brand new unit. This opportunity will be the start of a new community, a community that every tenant will participate in shaping the quality of life for years to come.</p>
<p>So, while I am pleased to be in a position to facilitate this opportunity delivering new physical structures, I also wish to also relay that receiving this opportunity comes with the responsibility of building, protecting and preserving the quality of life for our community.</p>
<p>The project will be delivered in 2 phases. Phase 1 will see the installation of new infrastructure between the Dockyard Waste Water Treatment Facility and Boaz Island as well as the erecting of 48 pre-engineered units. It is important to again outline that as of today the only contracts that have been signed are the required Finance documents and the development agreement with South Basin Development.</p>
<p>Some decisions with required to final materials have already been made and did go through a proper analysis to ensure cost saving (e.g. Windows, doors etc.) WEDCo is contracting to purchase units from our supplier, erected in Bermuda -wind and water tight. It will be the contractual responsibility of the supplier to contract the local labour necessary to complete their installation.</p>
<p>Throughout this process many small local companies will receive contracts to provide construction services for this project. In addition to the erection of houses there will also be demolition, landscaping and various other required site works all of which will be awarded via tender process.</p>
<p>I must however stress that it is impossible to ensure that everyone looking for work can or will be accommodated. One of the primary objectives for this development is to deliver the project within the prepared financing of $36,000,000.00. I can however add that it is our intent to include as many small businesses as practically possible.</p>
<p>WEDCo accepts there will always be a certain level of controversy and criticism when delivering projects. However, we are focused on delivering this much needed Infrastructure expansion and Residential rental development as quickly and as cost effectively as possible.</p>

			<content:encoded><![CDATA[<p>Dignitaries, locals and visitors filed onto the Cabinet grounds yesterday [May 18] to witness the farewell ceremony held for outgoing Governor Sir Richard Gozney and wife Lady Gozney.</p>
<p>The Governor arrived at the ceremony in a horse-drawn carriage, escorted by a police motorcade and proceeded to inspect Bermuda Regiment troops one last time as Governor. Premier Paula Cox then addressed the crowd and thanked the Governor for his service to Bermuda. </p>
<p>Sir Richard Gozney then expressed his thanks to the Government saying that his tenure in Bermuda had been stimulating and fun. The Governor shared his plans to attend the Olympics and said he will be cheering on the Bermudian athletes. </p>

<p>Sir Richard Gozney strolled the grounds greeting representatives from the Regiment, Bermuda Police Service, Parliament, judiciary, visitors and children who had gathered.</p>
<p>A British career diplomat, Sir Richard has been Governor and Commander in Chief of Bermuda since December 2007. Before becoming Governor of Bermuda, Sir Richard Gozney was a British diplomat for 34 years, specializing in Indonesia, Africa, the Spanish speaking world, and NATO issues, working for some twenty years abroad at British Embassies and High Commissions.</p>

<p>For ten of those twenty years he was an Ambassador or High Commissioner including to the Southern African Kingdom of Swaziland in the 1990s and to the Republic of Nigeria from 2004.</p>
<p>George Fergusson has been <a href="http://bernews.com/2012/01/new-governor-announced-george-fergusson/">appointed</a> Governor of Bermuda in succession to Sir Richard who will be retiring from the Diplomatic Service. Mr Fergusson is expected to arrive in Bermuda next week.</p>

			<content:encoded><![CDATA[<p>The Pembroke Hamilton Club [PHC] released a statement today [May 18] following reports that Government committed millions of dollars to PHC for use of their facility for public school students.</p>
<p>PHC said they wanted to &#8220;address some inaccuracies and provide our financial members, stakeholders and community with some additional information.&#8221; The club said they planned to develop a multipurpose facility, which would feature a 2500 seat multipurpose room, health club and youth club.</p>
<p>&#8220;The business plan drafted drew wide spread support and the Ministry of Education saw an opportunity to use this facility for the TN Tatem family of schools [Paget Primary, Purvis, Heron Bay and Warwick Preschool]; without having to invest the total sum of capital in one or multiple venues,&#8221; PHC said.</p>
<p>The statement from the Club continued on to say that, &#8220;PHC have progressed this phase through the planning process, however, efforts to secure financing for this project have proven to be difficult as the world sunk into a global economic recession.&#8221;</p>
<p>Yesterday the newspaper reported that the Education Ministry agreed to pay PHC as much as $10 million, spread over a 20-year period, for schools in the area to use the club’s $4 million multi-dimensional complex.</p>
<p>Government then <a href="http://bernews.com/2012/05/dr-gibbons-parliament-should-have-been-informed/">released a statement</a> saying that they have not committed to provide any funds to the PHC until such time that their facility is completed and public school students have access to it.</p>
<p>Opposition MP Dr Grant Gibbons questioned why the matter was not disclosed by Government during Budget Debates, and said Parliament should have been informed when the agreement was signed in 20008.</p>
<p><strong>The full statement from PHC is below:</strong></p>
<blockquote><p>Further to recent articles in the Royal Gazette, the Pembroke Hamilton Club [PHC] would like to address some inaccuracies and provide our financial members, stakeholders and community with some additional information.</p>
<p>The Pembroke Hamilton Club embarked on a development plan in 2000 to upgrade its sporting complex at #1 Stadium Lane, Warwick. The development was divided into three phases.</p>
<p>Phase One was the resurfacing of the playing surface and complete replacement of the lighting systems that had deteriorated beyond repair. To undertake this work, a loan was garnered from the Bermuda Industrial Union.</p>
<p>The debt was serviced through rental income from our property holding at 81 Reid Street. As documented, the occupier of the building went into receivership despite our efforts to assist the company.</p>
<p>Phase Two involved the erection of a multipurpose facility, which has been communicated to the public previously. The features of the facility were a 2500 seat multipurpose room, health club and youth club.</p>
<p>The business plan drafted drew wide spread support and The Government of Bermuda, in particular, the Ministry of Education saw an opportunity to use this facility for the TN Tatem family of schools (Paget Primary, Purvis, Heron bay and Warwick preschool); without having to invest the total sum of capital in one or multiple venues.</p>
<p>PHC have progressed this phase through the planning process, however, efforts to secure financing for this project have proven to be difficult as the world sunk into a global economic recession. Phase Three would see a second set of changing rooms and seating on the eastern side of the property.</p>
<p>Admittedly these plans were very ambitious. A fact we do not deny. However, we would not be the club we are today without the ambition of previous executives who had the vision to purchase property in Hamilton and Warwick or to continually look to grow and improve PHC.</p>
<p>Ambition is a part of what makes PHC what it is. Through the challenges of the last 10 years, PHC has grown from a club with a single successful program [football] to one which boasts the award winning Majorettes and Drum Corp; the championship bowling team, flourishing cricket program which includes a thriving youth program, netball, softball and of course, our signature football program that continues to produce some of Bermudas top student athletes and international players.</p>
<p>The PHC Zebra Scholarship, which has <a href="http://bernews.com/2011/07/ten-young-men-earn-phc-scholarships/">awarded over $85,000</a> over the last 3 years, run by the independent PHC Foundation, is unparalleled for a community club in Bermuda.</p>
<p>Our members have endorsed and approved these development plans and have been kept abreast of all developments through semi-annual and annual general meetings, as well as special meetings. PHC accounts are managed and prepared by a qualified CMA and are accessible to all financial members and stakeholders.</p>
<p>PHC has and will continue to consistently review its financial status and commercial operation and present the membership with options to ensure that it is sustainable. However, we will not contribute to the court of public opinion but we will continue to work for the betterment of the Pembroke Hamilton Club.</p></blockquote>

<p>The overarching context was Government’s strategic initiatives to launch a new tourism brand for Bermuda with the development of a long term National Tourism Plan.</p>
<p>As an integral part of the impending launch of the new tourism plan, today I have tabled in the House of Assembly a Bill entitled the Referendum Act 2012.</p>
<p>In due course, this will be followed by a referendum on gaming in Bermuda as signaled in the Throne Speech 2011.</p>
<p>The Referendum Act 2012 will provide the framework for the conduct of referendums in Bermuda. In Bermuda’s recent past, two referendum questions have been posed: one on capital punishment and one on independence.</p>
<p>On each occasion, it was necessary for a separate Bill to be drafted and presented to the Legislature for approval in order to give rise to the referendum, and for concomitant Regulations to be drafted which dealt with the particulars of how the referendum would be conducted.</p>
<p>The Referendum Act 2012 establishes the necessary mechanics and procedures to be followed in the holding of any referendum in Bermuda.</p>
<p>One might easily describe it as an umbrella Act which sets out operational processes to be followed whenever a referendum on any topic is held.</p>
<p>Without wishing to pre-empt the fulsome discussion which will take place when the Bill is debated in its entirety to the Legislature, suffice it to say that the Bill is wide in scope and application.</p>
<p>It identifies who is able to vote in a referendum, the timelines which must be adhered to in the event a referendum is held, and identifies in clear detail the processes which must be followed before, during and after the referendum is held.</p>
<p>The Bill also set out a formula for the determination of the outcome of a referendum, namely whether the majority answers with a ‘yes’ vote or a ‘no’ vote.</p>
<p>The Referendum Act 2012 is structured on a similar foundation and framework as the Parliamentary Election Act 1978.</p>
<p>That means that in some instances, the wording of the two pieces of legislation is virtually the same.</p>
<p>This is because the process to be followed for a referendum is modeled on the framework for holding a parliamentary election under the Parliamentary Election Act.</p>
<p>In other places, the wording may differ slightly and more will be said about that when the Bill is introduced for debate by the Legislature.</p>
<p>However, there is one significant difference between the two Acts and it is a difference which underscores the commitment to wider participation, where it may be required, in the holding of some referendums.</p>
<p>In this regard, the Referendum Act 2012 allows the Premier the discretion to utilize the services of an ad hoc committee whenever a referendum is called.</p>
<p>That ad hoc committee, which will include the Parliamentary Registrar, together with a Chairman, a barrister and three members of the Legislature will advise the Premier on any matter relating to the referendum, establish best operational practice for the holding of the referendum and perhaps most importantly, will assist in making the public aware of the question or questions for consideration at the referendum.</p>
<p>The Bill is modern in its nature and builds another element of democracy into Bermuda’s legal structure and no doubt will prove very helpful in the determination of complex policy issues that require a clear steer from the will of the people.</p>
<p>Finally, ladies and gentlemen, I want to leave you with this final thought which I believe sums up what we as a Government are seeking to accomplish with this Bill.</p>
<p>Decisions are being made every day, but they are not being made in isolation. Involving you in the decisions about our Country is an essential principle of our democracy.</p>
<p>The crux of Constitutional Democracy in our view means that people must have the freedom and flexibility to choose. They must have the freedom to share in common experiences, and to freely debate and discuss the issues that concern them.</p>
<p>In essence ladies and gentlemen, they must have the feeling that they have the right to ask questions and be consulted on Government decisions that affect them.</p>
<p>This is the spirit of democracy that we advocate and this is the kind of openness that we seek to engage in with this Bill.</p>

			<content:encoded><![CDATA[<p>Following reports that Government signed a multi million contract with PHC in 2008, Government moved to clarify the issue saying that the finances being distributed are solely dependent on the PHC facility being completed, while Opposition MP Dr Grant Gibbons said Parliament should have been informed at the time the agreement was signed.</p>
<p>Yesterday the RG reported that, &#8220;The Ministry of Education has agreed to pay PHC as much as $10 million, spread over a 20-year period, in usage fees for schools in the zone to use the club’s $4 million multi-dimensional complex.&#8221;</p>
<p>The statement in response from Government said, &#8220;This morning the Ministry of Education moved to ensure clarity regarding reports in yesterday’s and today’s Royal Gazette surrounding the Ministry’s financial commitment to Pembroke Hamilton Club (PHC).</p>
<p>&#8220;Regrettably the stories have caused some concern in the community. And the Ministry wishes to clarify that it is not committed to provide any funds to the PHC until such time that their facility is completed and public school students have access to it.</p>
<p>&#8220;The Ministry further advised that there was a contract signed in 2008 and the finances being distributed are solely dependent on a completed PHC facility.&#8221;</p>
<p>Opposition MP Dr Grant Gibbons questioned why the &#8220;significant commitment of taxpayer funds&#8221; was not disclosed by the Minister during Budget Debates in previous years, and said Parliament should have been informed when the agreement was signed.</p>
<p>Dr Gibbons said, &#8220;If as reported in the RG, the Ministry of Education signed a 20 year $10 million lease with PHC in 2008, then we have to ask why this significant commitment of taxpayer funds was not disclosed by the Minister during Budget Debates in the last few years?&#8221;</p>
<p>&#8220;A commitment of this magnitude would have a material impact on Ministry spending over a 20 year period and Parliament should have been informed, at the time the agreement was signed.</p>
<p>&#8220;The Minister needs to provide a full explanation, including details of the lease and any other commitments that Government may have given to PHC or related parties.</p>
<p>&#8220;How this matter has been handled and the apparent lack of disclosure to Parliament is yet another issue that the Public Accounts Committee may wish to review,&#8221; concluded Dr Gibbons.</p>

<p>On May 9th 2012 the Minister of Environment, Planning and Infrastructure Strategy Marc Bean <a href="http://bernews.com/2012/05/belcos-income-down-rate-increase-declined/">rejected an appeal</a> from BELCO to raise rates for residential customers.</p>
<p>Minister Bean explained: “Our approach balances the need for a new power generation plant with economic concerns. The decision was made with the interests of the Bermudian people at heart.</p>
<p>“In fact, Belco itself recognized the difficult economic times when they elected in 2011 not to increase rates as per the rates approved back in 2007 by the former Price Commission. This speaks to Belco’s knowledge and sympathy for the economic hardships suffered by the rate payers, and unfortunately that hardship still continues.”</p>
<p>The Minister added: “While I respect and understand why Belco made their request, the recent article gives the impression that Belco is unable to undertake any infrastructure improvements due to the fact that the full tariff requested was not approved.</p>
<p>&#8220;That’s just not true. I am confident that we can protect the Bermudian people from harmful rate hikes during the economic recovery while moving forward with the new power plant.”</p>
<p>The Minister said of his formal decision on May 9: “We’ve allowed for multiple Belco increases in the past because we understood the global market and their expansion needs. The Commission made an imminently reasonable decision that ensures that Belco would have no problem financing the borrowing costs of building the North Power Plant.”</p>
<p>The Minister added: “When making their decision in February 2012 the Energy Commission examined both Belco’s capital needs and public interest – a fact which becomes evident when reading the Commission’s Decision.”</p>
<p>BELCO President Andrew Parsons said that the company is disappointed with the Minister of Environment, Planning and Infrastructure Strategy’s decision to reject the majority of BELCO’s appeal of the Energy Commission’s finding against a rate increase to support the building of a new North Power Station.</p>
<p>“The Energy Commission approved only 25% of the rate increase required to finance the North Power Station. While we understand the Minister’s reluctance to allow a rate increase during these tough economic times, this decision puts reliability of electricity supply into jeopardy.</p>
<p>&#8220;It also reduces opportunities to improve fuel efficiency to reduce costs in the mid-and-long-term, and limits the viability of conversion to less expensive liquefied natural gas as a possible long-term option for Bermuda’s electricity generation,” Mr. Parsons said.</p>
<p>BELCO said, &#8220;The application submitted to the Energy Commission in October 2011 was for an average increase of 4.3%, 3.9% and 4.1%, respectively, over the next three years to support the building of the North Power Station to replace inefficient, aging plant.</p>
<p>&#8220;While, under the application, rates would have increased for the larger energy consumers, the application included a restructuring of the rates schedule which would have resulted in the average residential customer using 700 kilowatts a month realising a decrease in their monthly bill of $10.72. Development of the North Power Station and the installation of the new engines would also create an estimated 100 construction jobs.</p>
<p>&#8220;The plan was for the company to install three, 14-megawatt diesel engines in a new power station building to be completed by summer 2013 at a cost of $70 million. Once the engines were up and running, their efficiency would result in a $7.5 million-per-year fuel savings which, as stated in the application, BELCO would return to customers through the fuel adjustment mechanism.&#8221;</p>
<p>Mr. Parsons explained, BELCO cannot build the North Power Station unless the company receives a rate that will support the debt financing of $70 million required to build the power plant.</p>
<p>“The power plant is not BELCO’s only large capital project obligation. Over and above the $70 million required to build the new power station, we have allocated in excess of $20 million for necessary capital projects in other areas, particularly the electricity transmission and distribution system. This is not unusually, as BELCO traditionally invests between $20-$30 million annually on electricity infrastructure and support systems.</p>
<p>“In past years BELCO has been able to fund capital development from company income that otherwise could have been paid out to shareholders as greater dividends for return on their investment. However, during the last 15 years total capital expenditures have exceeded net income by an average of 41%, requiring BELCO to now move to debt.</p>
<p>“We have a dual responsibility of maintaining a reasonable level of return on our shareholders’ investment, and sensitivity to the impact our rates have on our customers and the Bermuda community. In North America the average rate of return for shareholders is 11%. In other island communities it averages between seven-and-18 percent.</p>
<p>&#8220;BELCO has consistently been well below most other jurisdictions, averaging between five-and-six percent over the past five years, while at the same time, re-investing $20-$30 million in the electricity infrastructure. BELCO’s 2011 rate of return was 3.79%, which is the rate the Minister has deemed should be allowed for 2012 and 2013.</p>
<p>This rate of return will not support BELCO pursuing debt financing in any form, bonds or otherwise, for the new power station,” Mr. Parsons said.</p>
<p>BELCO said, &#8220;After many years of public consultation and discussion, BELCO does have Planning and Environmental approvals for the building of the new North Power Station as it will replace old generating engines, now operating beyond what should have been their retirement date.</p>
<p>&#8220;The Company first submitted its re-development plan to Government in 2007. Since that time, numerous stakeholders in Government, the Opposition, Government ministries, Environmental and other groups have participated in the discussions. BELCO has also hosted and participated in several public consultation sessions, including a two-day open house at the Company’s power plant.</p>
<p>&#8220;Based on wide-ranging feedback, BELCO adjusted its original plan to allow time to consider alternatives, including renewable technology options. BELCO also brought forward Phase II of its original plan and installed three 4.5 megawatt gas turbines while it issued a formal Solicitation of Interest for large scale renewable alternatives in 2008.&#8221;</p>
<p>“While renewable technologies can supplement power requirements, the reality is, there is no renewable technology that can reliably replace fuel oil as the source for consistent power production in an isolated island environment. We are proud of our system performance and reliability, which is a function of our design factors and operating regime.</p>
<p>&#8220;We were surprised and remain concerned that the Energy Commission believes we should reduce our reliability safety margins which the Commission itself states, ‘has served Bermuda well.’</p>
<p>&#8220;A secure electricity system is the foundation of Bermuda’s infrastructure. Economic development and our reputation as a sophisticated business jurisdiction are dependent on our ability to continue to supply a reliable electricity service. As Government and the private sector promote Bermuda as an international business destination of choice, it must not be forgotten that confidence in the reliability of Bermuda’s electricity infrastructure is an important selling point.</p>
<p>“We are pleased that the Minister did reverse the portion of the Energy Commission’s ruling that purported to cap BELCO net earnings, a move the company believes goes beyond what is allowed under the Energy Act and sends a very negative signal to the business community and potential investors. There are other areas where we also question the scope of the ruling and the line between regulatory authority over electricity rates, and management’s ability and prerogative to make decisions in the best interest of the company. We will be seeking judicial review of the Commission’s decision.</p>
<p>“While the BELCO and Government agree that we need to replace aging power generation plant, and that Bermuda is going through difficult times, BELCO believes we need to invest in this infrastructure today to ensure safe and reliable power and greater cost efficiencies in the near-to-mid-term and future. We will continue to work with the Minister and Ministry to find a solution,&#8221; Mr. Parsons said.</p>

			<content:encoded><![CDATA[<p>[Updated] The One Bermuda Alliance held a press conference this afternoon [May 17], with Leader Craig Cannonier and Shadow Finance Minister Bob Richards speaking on the Ireland Island housing project.</p>
<p>Last week Minister of Public Works Michael Weeks <a href="http://bernews.com/2012/05/minister-weeks-36m-wedco-housing-project/">announced the project</a>, which he said would cost $36 million and be paid for by the West End Development Corporation, with Government providing a shortfall guarantee. The Minister said the  project is expected to take 18 month, and create in excess of 100 jobs</p>
<p>Minister Weeks said, &#8220;The project will be delivered in 2 phases with phase 1 seeing construction of 45 units on the property adjacent to the existing Victoria Row. Upon the completion of phase 1, the current sitting tenants from both Albert and Victoria Row will have the opportunity to move into the completed units.</p>
<p>&#8220;Phase 2 will see the demolishing of both Victoria and Albert Row and then completion of the remaining units. The development consists of a mix of 1, 2 and 3 bedrooms. Rents for these units will range between $1600 and $2,100 per month.&#8221;</p>
<p><a href="http://bernews.com/wp-content/uploads/2012/05/MG_0196.jpg"><img class="alignnone size-large wp-image-120245" title="_MG_0196" src="http://bernews.com/wp-content/uploads/2012/05/MG_0196-620x413.jpg" alt="" width="620" height="413" /></a></p>
<p>Speaking today, Opposition Leader Craig Cannonier said, &#8220;The Minister’s statement was long on intentions but very short on specifics – leaving many questions unanswered about how this $36 million project is going to be paid for, and how it is going to work for people who already live there.</p>
<p>&#8220;Our first question is: Why is the Government continuing to build more housing when we know from conversations across the Island that there are hundreds of homeowners with empty apartments?</p>
<p>&#8220;With this project, the Government is moving into direct competition with Mr. and Mrs. Bermuda, who need the rental income from their apartments to meet their mortgage payments.</p>
<p>&#8220;We don’t need government competing with Mr. &amp; Mrs Bermuda. This weakens the economy even further. It is unfair that the Government should be making their economic recovery more difficult. This is a Government simply out of touch.</p>
<p>&#8220;Our second concern is with the people who live along Victoria and Albert Row. We know some families welcome the idea of moving into a fresh new home some time in the future – and why shouldn’t they?</p>
<p>&#8220;But we also know that quite a few of the residents are extremely concerned and fearful that they will not be able to afford the rents of the proposed new units, let alone buy them. Some residents also maintain that the existing units are structurally sound and perfect for renovation.</p>
<p>&#8220;We would like the Minister to explain why he decided to demolish this historic housing instead of renovating them. This struck us as an opportunity to exercise responsible spending of the people’s money. Instead, we appear to be following the same path that got us into major problems in previous building projects.</p>
<p>Mr Cannonier continued on to say, &#8220;Bermuda already has enough so-called ‘affordable’ housing. What we don’t have enough of is housing for people who can’t afford ‘affordable’ housing. The Government once had a plan for a purpose-built facility to house the truly needy. But it was shelved for the new TCD building.</p>
<p>&#8220;It has said there are plans to renovate some old buildings as shelters, but there remains nothing in place for the truly needy. That is where the real housing need lies – with the truly needy – and that is the context in which the Ireland Island announcement should be seen,&#8221; concluded Mr Cannonier.</p>
<p>Shadow Finance Minister Bob Richards said, &#8220;My first questions are: Where is the $36 million coming from? And why hasn’t the Government explained it? We know the Government doesn’t have it, and we know Wedco doesn’t have it. So, where is it coming from?</p>
<p>&#8220;And what is the deal? Someone is going to need to be paid for this scheme to work, so it’s important to know what commitments Bermuda has agreed to put in place.</p>
<p>&#8220;If the Government has to guarantee it, then it is taking on more debt. This will be $36 million on top of the more than a billion dollars it already owes, and on top of the $14 million the BHC has to borrow to pay for the latest phase of the Grant Atlantic housing project.</p>
<p>&#8220;The public should not be fooled into thinking that Wedco or BHC borrowing is not public debt. These are government entities, and it is taxpayers who are ultimately responsible for it.</p>
<p>&#8220;The Minister made some ambiguous statements about phasing this housing project, but the essence of the plan is to build 45 units for $36 million. That works out to a cost of $800,000 per unit. That’s an incredibly high cost, particularly for units that will be rented, as the Minister says, to ‘entry level’ income residents.</p>
<p>&#8220;At an average monthly rent of $1,850 per unit, it will take more than 50 years for Wedco to recoup the cost of these units, and that calculation does not include the cost of maintenance and interest.</p>
<p>&#8220;As my leader mentioned, every Member of Parliament and candidate for the next election knows from canvassing that there are residential vacancies all across the Island.</p>
<p>&#8220;A more practical and less costly alternative to the Minister’s plan would be to try to place the targeted families on Victoria and Albert Row in vacant units around the Island. They could be provided with rental subsidies where necessary to make them affordable.</p>
<p>&#8220;This approach would work if the existing units are considered to be no longer habitable. However the Minister’s statement did not say that so, again, we are left with questions.</p>
<p>&#8220;Another alternative is to renovate the existing units which, although old, are structurally sound. This would reduce the financial risk of construction and help tenants retain their existing monthly rent; something they are very keen to do.</p>
<p>&#8220;To conclude, and looking at this situation from the highest level, the Minister’s plan provides a stark contrast between the Government and the One Bermuda Alliance.</p>
<p>&#8220;We firmly believe that, as foreign earnings are the lifeblood of our economy, government and Bermuda cannot spend our way out of recession,&#8221; concluded Mr Richards.</p>
<p><strong>Update 6.25pm:</strong> Minister Michael Weeks responded to the OBA, the full response is below.</p>
<blockquote><p>The Hon. Michael Weeks, J.P., M.P, Minister of Public Works Clarifies WEDCO Redevelopment Project</p>
<p>The Hon. Michael Weeks today clarified several erroneous and misleading statements concerning the West End Development Corporation (WEDCO) redevelopment of housing and infrastructure made by the OBA during a press conference this afternoon.</p>
<p>While the OBA claimed that 45 houses would be built for $36 million, the actual number of units will be 100. In addition, the $36 million includes all costs associated with the project including architectural and planning costs, financing costs, infrastructure redevelopment (water and sewage) as well as the building of new units, and demolition and rebuilding of units at Victoria and Albert Rows. Phase one will consist of 48 units and phase 2 will consist of 52 units.</p>
<p>The OBA is also misleading in claiming that Government is paying for the development, when in fact WEDCO is securing all financing for this project directly on their balance sheet.</p>
<p>The OBA also claims that existing tenants will not be able to afford to buy the new units. This is inconsequential as the units will not be for sale. </p>
<p>Existing WEDCO tenants and those on the BHC waiting list will be moving into the units that will only be for rent. In addition, if tenants are having difficulty paying rent there are existing means within Government to provide assistance.</p>
<p>Rents are set below market rates. The new project will also afford additional savings through energy efficiency and centralized infrastructure distribution for sewage and water.</p>
<p>While the OBA claims it would be more cost effective to renovate the existing units which it claims are ‘structurally sound and perfect for renovation’, there is no evidence to back up this statement. </p>
<p>In actual fact, the units are plagued by termites, contain asbestos, have leaks in some roofs, and are overall in a very poor state of repair. To renovate the existing units would also entail evicting the tenants during the renovation period and alternative housing would have to be found for a minimum of six month.</p>
<p>In addition, the new homes and associated infrastructure work, including water and sewage treatment, embraces Government’s efforts to promote sustainable development across the island.</p>
<p>Minister Weeks concluded: “Perhaps if the OBA had come to me with their concerns I could have answered many of their questions rather than holding a press conference and disseminating mistruths and fabrications about this project that aims to help those in our society most in need of housing assistance. </p>
<p>WEDCO is going to provide sustainable, affordable housing for the people of Bermuda and to turn this into a political football is shameful.”</p></blockquote>

			<content:encoded><![CDATA[<p>Yesterday [May 15] in the Senate the Government responded to questions posed by the Opposition regarding a Bermuda Housing Corporation project from a decade ago.</p>
<p>The project was built in the Orange Hole St David&#8217;s area, and consisted of 20 units.  Bermuda Composite Construction served as the main contractor, while Bermuda Building Services and Pro Active Management Services were also involved. Directors of BCC at the time included Zane DeSilva, Arthur Pitcher,  Kevin Bean-Walls and Leon J. Williams.</p>
<p>Previous Parliamentary questions [<a href="http://bernews.com/wp-content/uploads/2012/05/Senate-Minutes-for-March-28-2012.pdf" target="_blank">PDF here</a>] revealed that Bermuda Composite Construction built 17  units and was paid $5,191,595, while Bermuda Building Services built 3 units and was paid $895,827.13. The final cost was almost a million dollars over the original budgeted cost of $5,178,991.</p>
<p>The questions yesterday were in reference to payments made to Pro Active Management Services, who served as sub contractors for the project. Proactive is the same company that had their contract to manage the Berkeley Institute construction project terminated by Government after it mismanaged the project.</p>
<p>Auditor General Heather Jacobs Matthews was asked by ZBM whether documents on the matter will form part of her investigation into Government contracts, and told them it &#8220;was a matter of interest.&#8221;</p>

<p>Q1.Would the Junior Minister please inform the Senate as to who signed the Contracts between Bermuda Composite Construction and the Bermuda Housing Corporation for the Low Cost Family Housing units at 15 Orange Hole in St. David’s?</p>
<blockquote><p>We do not have sight of the original documents and therefore cannot confirm with a degree of certainty who signed the contracts.</p></blockquote>
<p>Q2. Would the Junior Minister please inform the Senate as to how much Pro Active Management Services was paid by the Bermuda Housing Corporation for work done in their role as sub-contractors for the units at 15 Orange Hole in St. David’s?</p>

<p>Speaking after the Senate, Opposition Senator Toni Daniels said, &#8220;These questions, including ones we submitted in March, are investigatory in nature, after an issue was brought to our attention by a concerned citizen.</p>
<p>&#8220;It would be premature to comment any further other than to express concern with the Government&#8217;s vague, ambiguous and unhelpful answers.</p>
<p>&#8220;For example: It’s unacceptable for the Junior Minister to respond that &#8220;We do not have sight of&#8221; the contract Bermuda Composite Construction and the Bermuda Housing Corporation.</p>
<p>&#8220;It’s unacceptable for the Junior Minister to qualify his answer to a question about who received payments of public money with the statement “As far as can be ascertained…”</p>
<p>&#8220;The Government has been promoting how open and transparent it has become in dealing with the peoples’ money, but the answers do not reflect that,&#8221; concluded Senator Daniels.</p>

<p>&#8220;The result is that instead of insuring every inmate with HIP, DOC insures approximately 40 inmates who have qualified for insurance (i.e. those with long-term illness such as diabetes).</p>
<p>&#8220;The costs of medical attention for the remaining inmates will be paid on a case-by-case basis as incurred. On the basis of past claims, it is anticipated that with this change Government will save between $200,000 and $300,000 during this budget year.&#8221;</p>
<p>Minister Wilson went on to say that another area in which they intend to cut costs is by charging inmates for secondary issue of clothing and footwear.</p>
<p>&#8220;Upon reception, inmates are issued with underwear, prison clothes and running shoes. It is being proposed that any subsequent issue of such articles will be charged against the inmate&#8217;s canteen account,&#8221; Minister Wilson continued.</p>
<p>Minister Wilson also spoke about the ‘work release&#8217; programme, saying earnings are kept in an account and are given to the inmate when they are released.</p>
<p>&#8220;A little over a year ago, the DOC and the Department of Works and Engineering (W&amp;E) entered into an arrangement whereby inmates soon to be released, or soon after being released, were hired by W &amp; E in full-time employment,&#8221; said Minster Wilson.</p>
<p>&#8220;The aim of this programme was to provide released inmates with meaningful and long-term employment. Owing to budget cuts, this programme has recently been temporarily suspended however a similar programme is in the advanced stages of development and will continue to provide meaningful and long-term employment to our inmates soon to be released.&#8221;</p>
<p>&#8220;Almost four years ago, an agreement was reached with the West End Development Corporation (WEDCo) to employ three carefully selected inmates from Westgate to provide low-level maintenance work on WEDCo properties in Dockyard.</p>
<p>&#8220;Inmates selected for this programme earn $5.00 per hour, as opposed to the $1.50 per day if they were in Westgate. Monies earned go into an account for the inmate, who may access the funds only by permission of the Commissioner.</p>
<p>&#8220;These funds are typically used to help support the family of the inmate for such things as school fees and other family-related expenses. Despite a hue and outcry from various quarters at the outset, this programme has been a huge success and one that has benefited the DOC, WEDCo and the families of inmates. The programme has been so successful that as a result two former inmates are now full-time employees of WEDCo.&#8221;</p>
<p>&#8220;The cumulative effect of these measures is that they afford the opportunity to directly cut costs by allowing inmates to earn money toward their upkeep,&#8221; said Minister Wilson.</p>
<p><strong>Minister Wilson&#8217;s full statement from the Senate follows below:</strong></p>

<blockquote><p>Madame President, in these times of economic challenges warranting corresponding fiscal responsive measures; it is incumbent upon myself in my capacity as Minister of Justice, to provide some reassurances in this regard from time to time. This is particularly so as it relates to those incarcerated within our correctional facilities and the Department of Corrections’ (DOC) cost savings measures through work programs designed to rehabilitate inmates for their eventual reintroduction into society.</p>
<p>Madame President, soon after initial arrival at correctional facilities inmates are assessed as to the risk they will pose while incarcerated and are classified accordingly as either maximum, medium or minimum risk. Factors that are taken into consideration to determine an inmate’s risk classification are the offence for which they are incarcerated; sentence being served; and criminal history.</p>
<p>Madame President, the Westgate Correctional Facility (Westgate) is a multi-level security facility. It has three security levels for Maximum risk offenders; Medium risk offenders (called the Echo Units); and minimum risk offenders (the TLC programme). The Prison Farm Correctional Facility (PFCF) is a minimum security facility. When inmates reach the stage where they are assessed as being minimum risk, they are transferred to the PFCF or sometimes directly to TLC.</p>
<p>Madame President, the DOC has a work programme and community programme in place to facilitate the rehabilitation of inmates and to reintegrate them into society. Only inmates who fall into the category of ‘minimum security risk’ are eligible to leave the facility to participate in work or community programmes. Currently, inmates are involved in a variety of work-related programmes, broken down into 3 sequential phases; charity work, community service and work release. Furthermore, the vast majority of inmates involved in these programmes come from the PFCF, owing to its population posing the lowest level of security risk.</p>
<p>Madame President, the said programmes involve a myriad of public works projects and private engagements intended to match inmates’ skills with available employment; as well as to develop those skills and to build sustainable employment relationships beyond incarceration. Accordingly, the DOC operates in partnership with a number of Governmental agencies as well as private endeavours that are appreciative of the opportunities the Programmes afford and their societal benefit.</p>
<p>Madame President, the ‘work release’ phase of the programme at PFCF is the final phase of corrective rehabilitation during which inmates attend a place of employment. Earnings are kept in an account and are given to the inmate upon his discharge. All phases of the work programme involve stringent guidelines and rules to which each inmate and supervisor must adhere. Failure to do so results in disciplinary action and immediate withdrawal of inmates from the programme.</p>

<p>Madame President, the cumulative effect of these measures is that they afford the opportunity to directly cut costs by allowing inmates to earn money toward their upkeep. While we uphold international human rights standards through these Programmes the public also benefits from the spin-off effects of employability of former inmates as well as initial resources afforded to them to begin life after incarceration. In this way society is also afforded benefits that are incalculable.</p>

<blockquote><p>Good afternoon,</p>
<p>I am pleased to provide you today with a success story achieved by the Office of Project Management and Procurement [OPMP] in relation to the tendering and awarding of Government contracts.</p>
<p>You will remember that in my press conference of 16thJanuary 2012, I stated that the Office of Project Management and Procurement was evaluating contracts for goods and/or services which are common across all government departments, such as paper, vehicle tyres and maintenance, toner.</p>
<p>This is an area where the Government can effect changes to benefit a greater number of suppliers, yet also ensure that the Government and the quangos get best value for money.</p>
<p>The first major contract that was reviewed was the purchase of tyres for Government vehicles. The OPMP found a disparity in the prices charged to different Government departments over a period of time. It should be noted that this problem is not unique to the Bermuda Government.</p>
<p>A similar discovery was made by Sir Philip Green in October 2010 in an Efficiency Review of Government Spending in the United Kingdom where he concluded that “The [UK] Government is failing to leverage both its credit rating and its scale”; and that “basic commodities are bought at significantly different prices across Government departments.”Our approach to this issue is to provide the OPMP with the authority to address this problem with the urgency that it deserves.</p>
<p>The mandate of the OPMP is to be much more proactive in reaching out to companies that may be eligible to submit a tender to ensure that they are aware of the publication of the tender; and their objective was achieved with this tender.</p>
<p>I am pleased to announce that we have awarded the tyre contract valued at just over a million dollars to three vendors. I would like to introduce you to the managers of each company: Mr. Sheldon Robinson and Mrs. Kim Foggo of Discount Tyre &amp; Wheel; Mr. Ashmead Ali of Affordable Tyre and Mr. Joe Ponte of Bermuda Tyre Company.</p>

<p>&#8220;This fund will be used to address a specific need and will target a specific segment of our workforce – that is, those professional persons with experience in knowledge-based sectors who need to become certified in key areas, as well as recent college graduates who need to specialize through the certification process.</p>
<p>&#8220;Our aim is to assist these persons to become more marketable, reinventing themselves in accordance with the needs of the economy.&#8221;</p>
<p>Minister Minors went on to say, &#8220;It is envisaged that the first programme for which scholarships will be provided is in the area of Accounting certification. <p>Ladies and gentlemen it’s fitting that they are here today, because I am delighted to announce that the Ministry of Economy, Trade and Industry will be establishing a $500,000 Retraining Scholarship Fund at the Bermuda College to assist in:</p>
<ul>
<li>Retraining Bermudians seeking employment in a particular professional designation; and</li>
<li>To assist in retraining individuals who may already be employed but who lack the resources to pursue a specific professional designation in their field.</li>

<p>But I want to be clear – this isn’t just any scholarship.</p>
<p>This fund will be used to address a specific need and will target a specific segment of our workforce – that is, those professional persons with experience in knowledge-based sectors who need to become certified in key areas, as well as recent college graduates who need to specialize through the certification process. Our aim is to assist these persons to become more marketable, reinventing themselves in accordance with the needs of the economy.</p>
<p>The public will recall that Bermuda’s most recent Census results counted 2,581 persons unemployed, with the Island’s official unemployment rate standing at 6%. And we at the Ministry have worked tirelessly in the last couple of years to address our unemployment concerns by implementing numerous initiatives to increase employment opportunities for Bermudians.</p>
<p>Under the auspices of the Department of Labour and Training we have dedicated considerable efforts to ensuring that those Bermudians who needed it were given the assistance to acquire those basic job skills to enter the workplace.</p>
<p>However it is clear that this economic downturn has been indiscriminate. It has affected all sectors of our workforce, large and small businesses; professional and blue collar workers. And what we recognise is that there are different levels of unemployment that need to be addressed.</p>
<p>Hence the introduction of the Re-Training Scholarship Fund.</p>
<p>Ladies and gentlemen, a critical component in our economic recovery plan is to increase the opportunities of developing our workforce by re-training Bermudians. As part of the Government’s Workforce Development Strategy, the Department has identified a need for training in the following areas of occupation.</p>
<p>These include, but are not limited to:</p>
<ul>
<li>Accounting</li>
<li>Information Technology</li>
<li>Secondary Education; and</li>
<li>Other key areas within International Business</li>

<p>Quite simply, this is about providing support for those in knowledge based professions.</p>
<p>This is about assisting those Bermudians who have experience, but who have had trouble getting back into the industry because of the downturn in the economy.</p>
<p>Therefore, the new Bermuda College Re-training Scholarship Fund will be used to support the cost of re-training already experienced individuals so they can become certified in key areas.</p>
<p>As we move forward with the implementation of this initiative, the Department of Labour and Training will partner with the Bermuda College, who will be the provider of education and training.</p>
<p>Under the guidelines of this new partnership, the department and the college will work strategically in developing, accessing and funding educational programming that supports the social and economic policies of the Government. And the College will work collaboratively with the Department and relevant industry representatives to identify appropriate professional certifications to meet the needs of the job market.</p>
<p>It is envisaged that the first programme for which scholarships will be provided is in the area of Accounting certification. Work has already commenced to define the criteria for entry into programmes for specific Accounting designations including the CPA, CMA, and ACCA.</p>
<p>Consultation with industry stakeholders is planned as a part of the programme development.</p>
<p>The community can expect to learn more about the criteria associated with the Re-training Scholarship Fund as well as eligibility in the months ahead.</p>
<p>Ladies and gentlemen, I am of the view that we must take a holistic approach to getting Bermudians back to work. And we must employ a range of strategies in this endeavor.</p>
<p>One of our key focuses is buoying our training and development resources, and today I am very proud that we are able to partner with the Bermuda College to realise this goal.</p>
<p>Dr. Greene, before I invite you to say a few words, I’d like to present you with this check for $500,000 to fund the Re-training Scholarship Programme.</p>

<p>Other members of the delegation include Minister Patrice Minors, PLP MP Neletha Butterfield, OBA MP Patricia Gordon-Pamplin and Clerk to the Legislature Shernette Wolffe.</p>
<p>The Bermuda Branch of the Commonwealth Parliamentary Association [CPA] was invited to attend the conference from May 11th – 18th, 2012. Seventeen member countries of the Caribbean including Anguilla, Barbados, Trinidad and Cayman Islands are also in attendance.</p>
<p>The theme of the conference is “Low Citizen Confidence in Governance: How can Parliamentarians build trust in Caribbean Legislatures?” A Conference of Commonwealth Women Parliamentarians is being held within the context of the conference.</p>

			<content:encoded><![CDATA[<p>Today [May 15] Minister of Business Development and Tourism Wayne Furbert announced the signing of an agreement between the St. Regis Hotel developers and the international financial group responsible for advancing the monies needed for the construction of the new luxury property.</p>
<p>The planned construction of the St. Regis will be on the site of the Par-la-Ville parking lot.</p>
<p>According to Minister Furbert, this agreement signalled the successful conclusion of thorough and comprehensive negotiations by the parties involved. The Minister also noted that it  brings closer the reality of the construction of the new property, and with it the creation of some 600 jobs.</p>
<p>Commenting on the St. Regis signing, Minister Furbert pointed out that while the terms of the agreement “must remain confidential”, this latest development should be hailed as a “giant leap forward”.</p>
<p>Minister Furbert said, “This agreement is another indication of the continuing success of the Government and my Ministry’s efforts to drive new investment in the hospitality sector. As we continue to build our economic recovery, we are doubly pleased that the new hotel will open up the prospect of an estimated 600 new jobs in its construction and subsequent management.”</p>
<p>He continued, “We have long felt the new hotel, incorporating so many modern features that are vital to today’s business community, will usher in a new age of investment in Bermuda’s hospitality sector. It sends a strong message to the international investment community that Bermuda is serious about reaching out to create global partnerships and that we are, in all areas, absolutely open for business.</p>
<p>“I congratulate all those involved in bringing the St. Regis hotel to Bermuda and I am so very pleased to have been able to extend my support and encouragement throughout the long process of negotiations that have led to this agreement being signed.”</p>
<p>The Minister concluded, “Let me be clear, our efforts as a Government are firmly linked in our understanding that all in our community must be the benefactors of the revitalization of our economy. We will not mark full economic recovery until every Bermudian, from our ambitious and hopeful young people to our seasoned industry professionals have realised full employment opportunities.”</p>

			<content:encoded><![CDATA[<p>With an election date not yet set but expected to be announced in the coming months, the island&#8217;s political parties have confirmed over 60 candidates thus far.</p>
<p>The PLP has rolled out 32 of their 36 candidates, with the representatives for C#14 Devonshire North West, C#12 Devonshire South Central, C#4 St. George&#8217;s South and C#1 St. George&#8217;s North yet to be announced.</p>
<p>C#14 is presently held by Premier Paula Cox who is expected to contest the seat again, while C#1 is presently held by Dame Jennifer Smith who is also expected to fight to retain her seat. Unofficial reports indicate there may be some conflict in C#4, with Pastor Leroy Bean&#8217;s candidacy said to be in question after the controversy surrounding his <a href="http://bernews.com/2012/01/auditor-general-misuse-of-public-funds/">consultancy contract</a> with the Bermuda Land Development Corporation.</p>

<p>The OBA has rolled out 26 candidates thus far, with 10 remaining. The areas that the OBA candidates have not yet been announced are: C#34 Sandys South Central, C#32 Southampton West, C#29 Southampton East, C#20 Pembroke South West, C#18 Pembroke West Central, C#17 Pembroke Central, C#16 Pembroke East Central, C#14 Devonshire North West, C#8 Smith&#8217;s South and C#1 St. George&#8217;s North.</p>
<p>Former Deputy Mayor of Hamilton Glen Smith has not yet been formally announced, but has <a href="http://bernews.com/2012/02/oba-glen-smith-selected-as-candidate/">been seen</a> canvassing for the OBA in C#14 Devonshire North West. The OBA&#8217;s Louise Jackson is <a href="http://bernews.com/2012/02/oba-mp-louise-jackson-to-retire/">set to retire</a> leaving the C#20 Pembroke South West seat open, and unofficial reports indicate there internal discussions within the OBA over who will contest the seat, which is considered one of the safest for the Opposition, who won the district with over 80% of the vote in the last election.</p>
<p>The UBP has confirmed they will field two candidates, with both Charlie Swan and Kim Swan set to contest the seats they presently hold, making both C#2 St. George&#8217;s West and #C31 Southampton West Central three-way battles.</p>
<p>At least three Independents have indicated they will stand, with David Tavares running in C#8 Smith’s South, Khalid Wasi set to contest the C#21 Pembroke South East seat, and former UBP Minister Erwin Adderly set to run in C#19 Pembroke West, which will see him match up against his sister Jeanne Atherden who is standing for the OBA.</p>
<p>The last election was held on 18 December 2007, and saw the PLP win a third term in power with 22 seats, against 14 for the opposition UBP. The PLP earned 16,800 votes [52.5%], with the UBP gaining 15,161 votes [47.3%]. The 2003 election saw similar results, with the PLP earning 22 seats and 15,222 votes [51.6%] and the UBP winning 14 seats and 14,142 votes [48%].</p>
<p>The five closest seats in the 2007 election were won by margins ranging from 17 to 48 votes. The UBP won C#2 St. George’s West by 17 votes, the PLP won C#1 St. George’s North by 25 votes, the UBP won C#4 St. George’s South by 25 votes, the UBP won C#11 Devonshire East by 27 votes, and the PLP won C#30 Southampton East Central by 48 votes.</p>

			<content:encoded><![CDATA[<p>Minister of Public Works Michael Weeks this morning [May 11] spoke in the House of Assembly about a project will see the expansion of infrastructure and the creation of a new residential community primarily for WEDCo tenants.</p>
<p>The overall cost of the total project is projected to be $36 million and will be delivered and paid for by the West End Development Corporation, with Government providing a shortfall guarantee for the project.</p>
<p>Minister Weeks said, &#8220;The infrastructure expansion will provide sewage collection and supply of reclaimed water from locations between Ireland Island North and Boaz Island.</p>
<p>&#8220;The project provides a solution to the long standing housing challenges within the West End without displacing existing tenants&#8221;</p>
<p>The construction for this project consists of pre-engineered concrete and foam filled panel system for both walls and roof and will be completed with all local labour, the Minister said.</p>
<p>The project will be delivered in 2 phases with phase 1 seeing construction of 45 units on the property adjacent to the existing Victoria Row. Upon the completion of phase 1, the current sitting tenants from both Albert and Victoria Row will have the opportunity to move into the completed units.</p>
<p>Phase 2 will see the demolishing of both Victoria and Albert Row and then completion of the remaining units. The development consists of a mix of 1, 2 and 3 bedrooms. Rents for these units will range between $1600 and $2,100 per month.</p>

<p>This morning I provided Members of the House of Assembly with an update on a project which is being delivered by the West End Development Corporation, (WEDCo), during the coming months.</p>
<p>This project will see the expansion of infrastructure from Ireland Ireland North to Boaz Island and the creation of a new residential community primarily for WEDCo tenants on the existing Victoria Row site.</p>
<p>The infrastructure expansion will provide sewage collection and supply of reclaimed water from locations between Ireland Island North and Boaz Island.</p>
<p>Completion of this project will mark another significant enhancement for the West End of the island and is an example of prudent sustainable development.</p>
<p>Additionally, the project provides a solution to the long standing housing challenges within the West End without displacing existing tenants.</p>
<p>The overall cost of the total project is $36,000,000.00 and will be delivered and paid for by the West End Development Corporation.</p>
<p>The Government is, however, providing a shortfall guarantee for this project.</p>
<p>It is not anticipated that there will be a need for the Government to activate the shortfall as the projected rental revenue and sale proceeds from existing owned Boaz Island Village condominiums will cover the cost and financing for this project.</p>
<p>However, in the unlikely event that there is a shortfall, WEDCo has already put in place the provision of a Board resolution that funds provided through a shortfall will be paid back to the Government.</p>
<p>The construction of this project will also create a welcome boost to the construction industry. Throughout the 18 month delivery period, it is anticipated that in excess of 100 jobs will be required within various capacities to complete the project.</p>
<p>The construction method for this project is a pre-engineered concrete and foam filled panel system for both walls and roof. These panels will be delivered to Dockyard and they will be erected and completed with all local labour.</p>
<p>This method of construction provides significant strength and energy efficiency while being extremely cost effective. The aesthetics of the units will be consistent with many existing 2 story dwellings throughout Bermuda and the interior will be completed with kitchen appliances.</p>
<p>The project will be delivered in 2 phases. Phase 1 will see construction of 45 units on the property adjacent to the existing Victoria Row. Upon the completion of phase 1 the current sitting tenants from both Albert and Victoria Row will have the opportunity to move into the completed units.</p>
<p>Phase 2 will see the demolishing of both Victoria and Albert Row and then completion of the remaining units. The development consists of a mix of 1, 2 and 3 bedrooms. Rents for these units will range between $1600 and $2,100 per month.</p>
<p>These homes are being developed to provide the 60+ existing WEDCo tenants and those still on the Bermuda Housing Corporation (BHC) rental waiting list, the opportunity to live in a new, safe, modern unit.</p>
<p>The infrastructure expansion portion of the project affords the housing development and others to be linked into existing potable water supply, sewage collection and treatment as well as the supply of treated water which can be used for flushing and irrigation, thus significantly reducing overall potable water consumption.</p>
<p>In conclusion, I would like to say thank you to the area residents for their patience and to everyone involved in making this project become a reality.</p>
<p>WEDCo has already planned and notified all residential tenants of an upcoming residents meeting in which all aspects of the project will again be delivered.</p>

<p>Graeme Outerbridge is the new Mayor of Hamilton, defeating incumbent Charles Gosling with 55.33% of the vote [109 - 88]. All of Mr Outerbridge’s fellow candidates in &#8220;Team Hamilton&#8221; were voted in, with the entire existing Corporation of Hamilton team ousted from power.</p>

<p>The new Aldermen are former UBP chairwoman Gwyneth Rawlins, businessman Donal Smith and Youth on the Move President Carlton Simmons; and the new Common Councillors are lawyer Larry Scott, former PLP MP George Scott, Roseann Edwards, Troy Symonds, and Anthony Davis.</p>
<p>Speaking this morning, Mr Outerbridge thanked the outgoing team for the job they have done, and he and others went on to speak on a number of topics including differences in the upkeep of North East Hamilton as compared to other parts of the City, financial matters and more.</p>
<p>Newly elected Alderman Carlton Simmons said, &#8220;Obviously it all comes down to money, we will be looking for ways to balance budgets but to also get certain things done, so that people can feel and notice a difference.&#8221; </p>

<p>The elections will be the first one in which its one vote per resident, previously votes were allotted based on how many properties a person owned. The change occurred following the passing of the Municipalities Reform Act, which had <a href="http://bernews.com/2010/07/photos-march-against-hamilton-reform-bill/">been protested</a> by Mayor Gosling and others.</p>
<p><strong>Update 8.20pm:</strong> Polls have closed, results are expected shortly.</p>
<p><strong>Update 9.02pm:</strong> In St George&#8217;s the incumbent Mayor Kenneth Bascome is leading over Alfonso Harris with 67.86% of the vote after 1 of 4 counts.</p>
<p><strong>Update 9.15pm:</strong> In Hamilton challenger Graeme Outerbridge is leading the incumbent Mayor Charles Gosling with 62% [31 - 19] of the vote after 1 of 4 counts.</p>
<p><strong>Update 9.31pm:</strong> St George&#8217;s Mayor Kenneth Bascome continues to lead over challenger Alfonso Harris with 64.32% of the vote [146 - 81] after 2 of 4 counts.</p>
<p><strong>Update 9.47pm: </strong> Graeme Outerbridge continues to lead incumbent Hamilton Mayor Charles Gosling with 55.1% [54 - 44] of the vote after 2 of 4 counts.</p>

Keith Davis [12.27%], Nicholas Swan [10.39%], Walter Cross [9.17%] and Pamela Ann Quarterly [8.29%]. </p>
<p><strong>Update 11.39pm</strong>: The PLP issued a statement congratulating the winners of this evening&#8217;s elections. It follows in full below:</p>

<p>We are confident that the teams selected by the electorate will work diligently on their constituents’ behalves.</p>
<p>The Progressive Labour Party is proud that under its watch democracy was reformed in the Municipalities to ensure that more Bermudians could participate and be empowered. We are pleased to acknowledge this first election under these changes.</p>

Mr Horton is the incubment, having won 69.03% of the vote vs the UBP&#8217;s Charlie Swan [629–366] in the 2007 General Election.</p>
<p>Mr Horton was first elected to Parliament in 1998 in the Hamilton West constituency. In 2003, he was elected Member of Parliament for Constituency 32, Southampton West,  and was subsequently reelected in 2007. </p>
<p>Mr Horton was appointed Minister without Portfolio in February, 2001 and Minister of Community  Affairs and Sport in November of that year.  In July 2003, he was appointed Minister of Labour, Home  Affairs and Public Safety and in November 2006, he was appointed Minister of Education, Sports and  Recreation. </p>
<p>Mr. Horton has taught at both the elementary and high school levels in Bermuda, and at College level in the USA, and served as the Principal of Warwick Secondary School for ten years.</p>
<p>Well known for his athletic accomplishments, Mr Horton has played professional football with the New York Cosmos; the Washington Diplomats and the Hartford Bicentennials. He was also Assistant Coach at Jersey City State College and as the Women’s Varsity Coach at George Washington University. In Bermuda, he was both player and coach  of the Somerset Trojans and represented Bermuda in both football and cricket.  </p>

			<content:encoded><![CDATA[<p>Government’s recent announcement about a prison review is a “positive step,” said United Bermuda Party MP Kim Swan.</p>
<p>“Notwithstanding this recent announcement, we remain concerned for the ongoing safety of Prison Officers on the front line of duty in the interim, as there is a time line between the review and future implementation of its recommendations,” said Mr Swan.</p>
<p>“Also, it is important to appreciate that the job of a Corrections Officer in modern day Bermuda has taken on a greater security risk as the proliferation of the gang culture has changed the mind set and demeanor of prisoners in recent years.”</p>
<p>Mr Swan’s statement follows after the news that Phil Wheatley, the former head of the U.K Prison Service, will review the Department of Corrections with the aim of producing a 5 year strategic plan. The announcement was made via a joint press release from Attorney-General Kim Wilson and Chairman of the Prison Officers Association Craig Clarke.</p>

<blockquote><p>Opposition party’s in Bermuda are often criticized for not offering solutions, it is a fair criticism, because many in the community consider that if you truly care for the country you are desirous of leading, you will offer your ideas and/or solutions up to make an immediate impact on our society.</p>
<p>Today we (UBP) are pleased to learn that the government have taken on board the first recommendation contained in the United Bermuda Party’s Reply to the Budget 2012/13 delivered by our spokesman for Finance Mr. Charlie Swan MP which reads as follows:-</p>
<p>” Mr. Speaker, ”</p>
<p>” We consider National Security as a non-partisan issue and support the need for a coalition of efforts between government, Private business, Community organizations, Churches of all denominations, Sporting clubs, the Media and Political parties working together to solve the problems created by the proliferation of a the gang culture….. ”</p>
<p>” Mr. Speaker,”</p>
<p>” We must express our deep concern for the safety of the correction officers on the front-line at our islands Prisons. ”</p>
<p>” Mr. Speaker,”</p>
<p>” With the tremendous shift in the social climate in Bermuda through the proliferation of the gang culture the Prisons in Bermuda most definitely have become more dangerous place to work and require a more careful security scrutiny. ”</p>
<p>” Mr. Speaker,”</p>
<p>” We in the United Bermuda Party support regular reviews of the social and psychological state of Bermuda’s correctional institutions. In addition, we feel that it is necessary for our prison officers to be kept abreast of modern methods used internationally and that the safety and welfare of the officers will always be a priority. ” (End Quote)</p>
<p>Notwithstanding this recent announcement, we remain concerned for the ongoing safety of Prison Officers on the front line of duty in the interim, as there is a time line between the review and future implementation of its recommendations.</p>
<p>Also, it is important to appreciate that the job of a Corrections Officer in modern day Bermuda has taken on a greater security risk as the proliferation of the gang culture has changed the mind set and demeanor of prisoners in recent years.</p>
<p>We respectfully consider this announcement a positive step and are pleased that the announcement was done jointly with the Prison Officers Association.</p></blockquote>

<p>The seat is presently held by Ashfield Devent, who was ousted in a candidate selection meeting in favour of Mr Commissiong. Considered one of the more secure PLP areas, Mr Devent has held the seat for almost ten years, securing a margin of 526 – 252 against the UBP’s Tillman Darrell in 2007.</p>

<p>Mr Baron previously served ten years with the Bermuda Police Service, with his last role as the Sergeant in charge of the Firearms, Public Order and Officer Safety.</p>
<p>In 2006 he left the Bermuda Police Service after accepting a contract to serve with the United Nations Department of Peacekeeping Operations where during his 14-month deployment he advised UN diplomats on security-related projects.</p>

He has a Masters Degree in Criminology, and is currently a Security Advisor for a local organization and a civilian director of ‘Crime Stoppers Bermuda’.</p>

<p>Minister Minors said this follows after the introduction of the 10-year work permit in November 2011 and the Incentives for Job Makers Act in January of this year, and is another demonstration of Government’s commitment to foster a more harmonious and efficient relationship with our business partners and our guest workers in all areas of our economic sphere.&#8221;</p>
<p>National Security Minister Wayne Perinchief said the card is machine-readable, all internationally mandated security features have been included, and the card stores all information necessary for border control purposes at Bermuda’s points of entry. The fast pass cards will be issued from May 1st.</p>
<p>&#8220;Card holders can pack away their passports once on the plane and simply present their fast pass card on arrival at LF Wade International Airport,&#8221; said Minister Perinchief.</p>

<p>I mentioned some weeks back that last year our Corporate Services section of the Ministry – the section responsible for work permits – processed some 6,043 standard one-to five-year work permit applications.</p>
<p>And there were 5,210 temporary three-month and periodic work permits processed in 2011.</p>
<p>Ladies and gentlemen, this would mean that at any given time our Customs and Immigration officials at the L.F Wade International Airport are processing large volumes of guest workers who are coming through our borders, not to mention balancing these numbers with our returning residents and visiting tourists.</p>
<p>So we certainly applaud the introduction of the Fast Pass Card as being a hassle free and convenient way for our guest workers to enter in and out of the Island.</p>

<blockquote><p>Good afternoon and thank you for coming. I am pleased to be joined by my colleague Minister Minors who has responsibility for work permits.</p>
<p>These economic times should awaken the best in us. In times of challenge we must devote more energy to innovation and to those steps that will demonstrate that we in Bermuda are confident in ourselves and in the prospects of economic growth.</p>
<p>Today&#8217;s traveller is confronted by the realities of the modern global condition at every turn. This is magnified for the business traveller whose livelihood depends on the ability to move quickly and to have minimal hassle while doing so. Bermuda can provide such an experience and as part of our commitment to do so I am pleased to present a technological solution to improve one aspect of our airport experience.</p>
<p>The fast pass card is the beginning of the end for the traditional 8 1/2 x 11, paper work permit. This credit card sized option is a durable, user-friendly alternative to the paper permit. The card is machine-readable and stores all information necessary for border control purposes at Bermuda&#8217;s points of entry.</p>
<p>Card holders can pack away their passports once on the plane and simply present their fast pass card on arrival at LF Wade International Airport.</p>
<p>We will walk before we run with this one and so our pilot group will be those persons issued with periodic permits. These are generally for business consultants and others who make working visits of a few days or weeks at a time. We will begin to issue fast pass cards from May 1st. Eventually, the majority of paper permits will be moved to the fast pass card.</p>
<p>All internationally mandated security features have been included, complete with an embossed holographic laminate featuring one of our iconic national images, the Longtail.</p>
<p>Thank you to Gregory Todd of the Department of Border Control, the project manager. We have the ability to produce the cards locally and the cost of doing so is minimal.</p>
<p>The Ministry of National Security is determined to do its part in keeping Bermuda competitive and primed for economic growth. We can achieve this goal in cost-effective, smart and innovative ways. Thank you. My colleague Minister Minors also has some remarks.</p></blockquote>

<p>In addition to hundreds of exhibitors, numerous sessions offered at RIMS included, Excellence in Risk Management; Healthcare; Transportation; Combating Fraud-A Plan; Energy Resources, Transportation and Construction just to name a few.</p>

<p>“In talking with the industry leaders, they spoke about the importance of innovation and quality. Our partners say that they are comfortable, satisfied and committed to Bermuda. The distinguishing features for them are our sound regulatory framework and speed to market,” the Premier said.</p>

<p>“Bermuda is seen to be a magnet and we want to ensure that we raise the bar to continue to attract the best of the industry to our shores,” she said.</p>

<p>Premier Cox joined in the traditional tour of the RIMS Exhibition Hall, beginning with the Bermuda Booth. A statement added, &#8220;It should be noted, that as a tribute to its high standing in the industry, Bermuda is the only jurisdiction that is extended a walk-about each year at RIMS. Such an acknowledgement affords an invaluable opportunity to build and strengthen relationships with industry partners.&#8221;</p>

<p>This follows after a consultation process regarding the proposed date change of Labour Day from September to May.</p>
<p>Several weeks ago the Bermuda Trade Union Congress submitted a request to Minister Minors and the Premier Paula Cox for <a href="http://bernews.com/2012/01/possible-labour-day-date-change/">consideration of moving the holiday date</a> to reflect the true recognition of International Workers’ Day [also known as May Day] on May 1st.</p>
<p>Information gathered as a part of a review suggests that the May Day holiday is observed in more than 80 countries and is a day when workers join together in celebrating the labour movement.</p>
<p>At the time of the submission, Minister Minors said she wanted to first consult with other key stakeholders for their input before the matter was put before her Cabinet colleagues for decision.</p>
<p>A statement said, &#8220;However, based on consultation with the Ministry of Education; the Ministry or Business Development and Tourism, the Chamber of Commerce; the Bermuda Employers Council; the Bermuda Hotel Association; the Association of Bermuda International Companies; the Construction Association of Bermuda; the Association of Bermuda Insurers and Reinsurers and the Bermuda Industrial Union; and the unquestionable reasons put forth opposing the date change, residents can be assured that Labour Day will continue to be celebrated in September.&#8221;</p>
<p>Minister Minors said, “There was strong support for the proposal on behalf of the BTUC. However, it was necessary to seek consultation with those important entities in our community, who also have a vested interest in any change in date of the Labour Day holiday.</p>
<p>“While the Trade Union Congress’ view is relevant, in that the cultural and historical significance of May 1st represents the legacy of the struggle for equality and fair treatment for workers and workers rights, I had to take a wider and broader view of what kind of effect such a date change could have on our overall economy, our school system, our hoteliers and tourism product and of course our residents. Simply put the negatives outweighed the positives,” concluded Minister Minors.</p>

<p>Pembroke East is presently held by the PLP’s Walter Roban, who won 81.63% of the vote in 2007, and <a href="http://bernews.com/2012/03/blakeney-roban-confirmed-as-candidates/">will contest</a> the seat again in the upcoming election.</p>
<p>Mr Stewart said, &#8220;As I have canvassed in my area, Constituency 15, during the last few weeks, residents have told me that the Pembroke dump fires of the last few years, and the Government’s promises to do something about them &#8211; all so far broken &#8211; are destroying their faith in the political system.</p>
<p>&#8220;They are telling me that they now have little faith in the political process. Many have decided that going to the polls is an exercise in futility.</p>
<p>&#8220;The psychological trauma and cost of having to clean homes and roofs in the wake of the smoke and soot damage from the most recent fire, which was so serious that firemen, police and soldiers from the Bermuda Regiment had to turn out to avert the threat that <a href="http://bernews.com/2012/03/pembroke-dump-on-fire/">the fire</a> might spread to nearby homes and businesses, are going to be with my constituents for a very long time.</p>
<p>&#8220;There is the fear that one day they will not be so lucky and will lose everything they have worked so hard for all their lives, if not their lives,&#8221; continued Mr Stewart.</p>
<p>&#8220;Constituency 15 has a ‘professional politician’ representing them at the moment who is not putting the safety of the constituents first. He is not interested in creating a beautiful park in this area but seems content to allow it to continue to be a dangerous eyesore.</p>
<p>&#8220;They are not blind to the significance of the fact that he seems to care so little about such matters that he tried to enable one of his fellow Cabinet colleagues to <a href="http://bernews.com/2012/04/senator-fahy-on-planning-appeals-review-delay/">develop</a> the Devonshire marsh as an industrial zone.</p>
<p>&#8220;I challenge him to persuade the Government to get busy on this plan of theirs to stop fires on the dump for good. I challenge him to demonstrate for the residents of Constituency 15, and the other constituencies that border the Marsh Folly area, that he can get things done for them.</p>
<p>&#8220;In the absence of any such activity, I hope he will forgive the residents if they conclude there is no plan, and that talk of one was just another attempt at election time to appease the voters and maintain the status quo,&#8221; concluded Mr Stewart.</p>
<p>A statement released in response by the PLP said, &#8220;The Progressive Labour Party is wholly satisfied that the Government handled the Marsh Folly Dump Fire with the utmost professionalism.</p>
<p>&#8220;In addition, we are satisfied that the Government continues to manage the affairs of the country, with seriousness, protecting the people and the environment in an exemplary manner.</p>
<p>&#8220;We find it deplorable that the One Bermuda Alliance yet again, tries to play politics with a serious issue and tries to manufacture controversy simply to get attention,&#8221; concluded the PLP statement.</p>
<p>On Friday, Minister of Public Weeks Michael Weeks <a href="http://bernews.com/2012/04/minister-weeks-post-pembroke-fire-updates/">said</a> his Ministry will work to mitigate future fires, with additional measures including extra no-smoking signs and installing a large water tank so workers can spray the composting piles with water every day to minimize the risk of fires.</p>
<p>The Minister also said the Fire Service has consulted with the Marsh Folly team and recommended improved methods for stockpiling the composted material.</p>

<p>The report included data which reveals improved processing times for various categories of Planning applications, a statement from Government said.</p>
<p>The statement continued: &#8220;During the period 2010-2011, the Department received 628 planning applications and 422 applications for revisions. On average, the processing time was 13.6 weeks for planning applications and 33% of the applications were determined in a 12 week period.</p>
<p>&#8220;However, during 2011-2012, the Department registered 624 planning applications and 376 applications for revisions. The average processing time for planning applications was 12.6 weeks with 45% of the applications determined within a 12 week period. The Department’s target is to process 55% of planning applications within 12 weeks.</p>
<p>&#8220;Likewise, during the financial year 2010- 2011, the Department received 853 building permit applications. During this period, 502 permits were issued and these were processed in 7.3 weeks on average. During 2011- 2012, the Department received 775 building permit applications and average processing time was 5.9 weeks.</p>
<p>&#8220;Additionally, the average response time to building and electrical inspection requests was 0.9 days in 2010-2011 with 90% of those requests met within one day and 96% completed within three days. In 2011-2012, the average response time was 0.5 days, some 94% of site inspection requests were satisfied within one day and 98% within three days.</p>
<p>“The data indicates a continuing improving trend in the processing of planning applications as average processing time has improved annually over recent years,” said Director of Planning Trevor Leach. “In particular, the percentage of applications processed within an eight and twelve week period has shown steady improvement.”</p>
<p>“The review of the performance statistics indicate a continuing trend with average processing times for the various categories of applications and permits being reduced over time,” said Mr. Leach. “During 2011-2012, the Department continued to focus on the improvement in its service delivery, particularly in the processing of planning applications and building permits.</p>
<p>“The ‘Fast track’ system of straightforward applications continued ensuring that those minor applications, which are fully compliant, are resolved speedily. In addition, any applications which are of particular importance for the well-being of the island, such as tourism or infrastructure projects, are given priority attention.</p>
<p>&#8220;Furthermore, a review and update of internal procedures has continued in order to streamline administrative processes and improve application turnaround times.”</p>
<p>&#8220;The two major applications determined during the year 2011-2012 were the new power station for Bermuda Electric Light Company (BELCO) and the Park Hyatt Tourism/ Residential project. Both applications involved a significant amount of senior officer and case officer time. Given the high priority of both applications to the island’s economy, both applications were determined speedily with the Park Hyatt application being resolved within nine weeks.&#8221;</p>
<p>Minister Bean said: “I would like to extend my congratulations to the staff of the Department of Planning who have worked diligently to ensure faster processing times for planning applications. The proof is in the pudding and I think these results speak for themselves.</p>
<p>“It is important to note that further improvements can be expected as the Department makes the necessary strides to put the various systems in place to not only improve performance but also to measure output across its various activities and services.”</p>

<p>The Minister acknowledged the Bermuda Water Truckers Association who rallied their members to the cause, saying on the night of the fire, &#8220;water trucks lined the Marsh Folly site near the fire all the way out to Palmetto Road.&#8221;</p>
<p>With regard to incidents, Minister Weeks said &#8220;less than ten people were seen in the Emergency room of the King Edward Memorial Hospital for smoke related issues, some of whom already had pre-existing respiratory conditions.&#8221;</p>

<p>Environmental Health has been conducting random water testing in the affected regions with individual tank water assessments underway, and residents that have damage claims are asked to submit them to the Ministry HQs. The Minister said as of Wednesday, there were 23 claims submitted for consideration, which are now being assessed.</p>
<p>Saying he has &#8220;received numerous calls regarding what my Ministry will do to mitigate future fires,&#8221; the Minister said additional no-smoking signs will be posted, a large water tank will also be installed to enable workers to spray the composting piles to minimize the risk of fires, the horticultural waste will be sprayed with water to ensure each layer is adequately cooled and more.</p>

<blockquote><p>Mr. Speaker, I rise this morning to provide Members of this Honourable House and the people of Bermuda with an update on the recent fire at the Marsh Folly Composting Facility.</p>
<p>Although this fire was quite the challenge with respect to containing from the outset, I was extremely proud as the lead Minister for the way in which my Public Works team, along with other first responders such as the Bermuda Fire and Rescue Service, the Bermuda Police Service and the Bermuda Regiment, coordinated their efforts to contain the fire…contain the traffic….and contain the spectators that lined the streets along Palmetto Road.</p>
<p>Mr. Speaker, I will confess that I was quite emotional on the night as I can recall firsthand feeling the intense the heat emitting from the blaze…..I saw firsthand how the fireman were battling to bring the blaze under control in spite of the high winds for which I am told reached 40 knots….I can recall the police officers effectively ensuring that no unauthorized persons were permitted on the premises while the fire raged on…..and I can recall seeing my team working feverishly to move equipment out of harm’s way so normalcy could be restored as soon as the fire was contained.<br />
These memories will forever be with me!</p>
<p>Mr. Speaker, I would now like to provide some facts regarding the event so my Honourable Colleagues and those listening by way of radio can appreciate the talented individuals we have on this island and how the public and private sectors rallied together to make good our efforts to bring about a speedy end to the blaze.</p>
<p>Mr. Speaker, you may recall that the fire broke out around 8:00pm on Friday March 30th. Throughout the evening I made every effort to keep the general public updated by holding press conferences with any media that braved the elements on the night. It was at Victor Scott School around 10:00pm that my Permanent Secretary along with the Fire Chief conducted the first live interview.</p>
<p>It was at Victor Scott School where large pockets of smoke blanketed the area to the point where I had to cover my face to avoid inhaling vast quantities of smoke.</p>
<p>Shortly after this first interview, the Fire Chief, having all confidence that the fire was being contained, agreed to permit the media nearer to the blaze so they would have a greater appreciation of what it was the emergency services actually does. On that note Mr. Speaker, I would like to commend the media for keeping the Bermuda public informed in such a timely manner. Videos of the fire were streaming around the world thanks to modern technology.</p>
<p>Mr. Speaker, within 12 hours the blaze was well under control and as of 5pm on Saturday March 31st, the fire was out. The Bermuda Fire and Rescue Service personnel left the site on the same day but agreed to leave their pump to supply water as a safety precaution in case any hot spots remained. With regard to the investigation into the cause of the fire, I am made to understand that the investigation is still ongoing. However, I will defer to my Honourable Colleague responsible for the Fire Service who may wish to speak further.</p>
<p>I would like to acknowledge the Bermuda Water Truckers Association who rallied their members to the cause. On the night of the fire, water trucks lined the Marsh Folly site near the fire all the way out to Palmetto Road.</p>
<p>Mr. Speaker, we regard to incidents, I can report that less than ten people were seen in the Emergency room of the King Edward Memorial Hospital for smoke related issues….some of whom already had pre-existing respiratory conditions.</p>
<p>Mr. Speaker, immediately after the fire our Ministry has been working with the Ministry of Health and in particular, the Environmental Health Section. Environmental Health has been conducting random water testing in the affected regions with individual tank water assessments underway.</p>
<p>Residents that have damage claims are asked to submit them to the Ministry HQs located on the 3rd floor of the Government Post Office Building. As of Wednesday, we can report there were 23 claims submitted for our consideration. These claims are now being assessed with the government insurers before the Ministry can act on them.</p>
<p>Mr. Speaker, since the aftermath of the fire, I have received numerous calls regarding what my Ministry will do to mitigate future fires. To that I would like to advise:</p>
<p>1) The Management team at the Marsh Folly Composting Site will be erecting additional signage to enforce the no smoking policy – which is intended to increase safety of the site.</p>
<p>2) A large water tank will also be installed to enable workers to spray the composting piles to minimize the risk of fires.</p>
<p>3) The Fire Service has consulted with the Marsh Folly team and recommended improved methods for stockpiling the composted material.</p>
<p>4) The horticultural waste that is shredded, will be sprayed with water to ensure each layer is adequately cooled.</p>
<p>5) At the end of each day, the entire pile will be sprayed one last time to ensure there are no hot spots that could lead to a fire.</p>
<p>6) The Ministry has been and will continue to meet with the various groups concerning proposals to turn the waste collected at the site into energy.</p>
<p>7) The compost produced at the site will continue to be offered free of charge for use in landscaping to members of the public.</p>
<p>Mr. Speaker, I would like to offer my thanks again to all those who responded to this emergency with such professionalism including the Bermuda Fire and Rescue Service, the Bermuda Police Service, Emergency Services, Public Works Staff, Bermuda Regiment, Water truckers, teachers, parents and students who had to manage schools closure on such short notice as well as Cedarbridge Academy and the Berkeley Institute for their assistance in providing shelters.</p>
<p>Once again I would like to thank the media for getting the word out on the latest advisories and updates and residents of the area who have been dealing with smoke from Marsh Folly for decades. So it is time we look to extinguish the fires of Pembroke for good. My pledge as Minister responsible is that we will take action to ensure Marsh Folly is no longer forgotten and ignored but that real plans are put in place to convert the site to a public amenity sometime in the future.</p>
<p>Mr. Speaker, as I conclude I would like to say that it is often in times of crisis that the community comes together – which is what the Premier hopes, will become a daily part of our lives so that we may build one another, together.</p>

<p>&#8220;However, the people are now in election mode in Bermuda and the Premier is the only person who constitutionally knows the date of the next election. </p>
<p>&#8220;We deem there to be a violation of the broadcast regulations for the Premier and Government Ministers to be able to exclusively utilise CITV (especially during this period) to convey their message to the people, whilst the opposition parties do not have the same opportunity. </p>
<p>&#8220;It is in the spirit of fairness that we have written to the new Chairman and Deputy to consider this important matter. When one recognizes that the date of the General Election could be announced at anytime before year end, we consider this matter urgent and we anxiously and respectfully await a response from the new Board,&#8221; concluded Mr Swan.</p>

			<content:encoded><![CDATA[<p>On Friday [Apr.13] in the House of Assembly, Education Minister Dame Jennifer Smith responded to Parliamentary Questions posed by Shadow Education Minister Dr Grant Gibbons about the Education Ministry&#8217;s spending on consultants.</p>
<p>Dr Gibbons asked: &#8220;Would the Honourable Minister please provide this Honourable House with a list of all consultants hired and working in the period from April 1, 2011 to the present for the Ministry of Education,&#8221; and asked what their total compensation was.</p>
<p>The replies given covered five companies with services ranging from provision of programme testing materials, syllabus, assessment and training; screening of staff applicants as well as school security including CCTV installation.</p>
<p><strong>The replies by Dame Jennifer were:</strong></p>
<ul>
<li>CTB McGraw-Hill – Provision of programme testing materials and test scoring and reporting services – $736,053</li>
<li>G.E.T. Ltd. – School Security, including the installation of CCTV cameras – $2,603,398</li>
<li>University of Cambridge – Provision of Syllabus, Assessment &amp; training for the curriculum – $198,394</li>
<li>Expertise – Working with school principals to facilitate the hiring of teachers and screening of applicants – $16,195</li>
<li>Marva Allen – Provision of support for middle schools and students transitioning from middle to senior school – $13,370</li>
