The Head of the civil service is the Cabinet secretary appointed by the premier, so i guess the PS’S are the same.

I thought that a Permanent Secretary was a civil servant and therefore the job must be advertised and approved by the Public Service Commission. Are appointments even legal?

None of this is at all surprising. The various Government Boards were gazetted today and there has been a big shake up.
I have served dilligently on one for several years and learnt through my name omission today that I would no longer be involved. There was not even a letter, phonecall or at worse, an impersonal email to advise me of this.
I am not looking for a medal but a little bit of respect and courtesy is not much to ask.
