It’s another plan to possibly think about the idea of maybe considering whether we might begin to think about doing something. In other words, it means nothing at all.

I guess that’s what passes as a ‘social programme’ in times when you have no money, falling tax revenue, a failing economy, and rapidly falling support among voters.
