Sadly, and at the risk of stating the obvious, the inquiry was an ill conceived attempt to score political points, with the aim of taking pot shots at presumably easy targets.

Almost immediately after it was announced it became clear that the inquiry wasn't going to achieve it's initially stated objectives so the remit was altered and narrowed.

The facts are that the BCB and the BFA spent the funds precisely in line with the requests made and will full accounting for all expenditure.

The fact that AFTER funding was given (and spent) government's priorities may have changed is no reflection on either body - particularly to the extent that a change in priorities was not communicated or agreed.

What the commission should have done is outlined the bases upon which funding was granted and a measure on whether (or how well) the respective bodies fulfilled the objectives. Alas, the commission implied that it didn't have time for such an analysis.

The good news is that the BFA/BCB are clean and that the focus needs to be on the the resources and and objectives at the club level.

A good starting point would be for the Government to tell us when it intends to replace the facilities at SBRC that the government removed with no plans (then or now) to replace.

In this regard the BFA/BCB's chief "crime" is to be lenient on clubs who have been found to be deficient in one way or another. In order to address this we need to be prepared accept that some clubs may be sanctioned by the governing bodies.

Stop with the laziness and ask for the documents (Strategic Plan--Business Plans--annual Reports/unqualified audit reports done by the auditor generals office) and read for yourself.
See my comments below to Kevin!! You don't need a Commissions Report--all you need to do is to ask the BFA for the documents. They have been placed documents on their website--they have been placed in the hands of all of their member clubs--they have been placed in the Bemrmuda Sun.Mr. Minor matters--you are living up to your pen name.

The problem with folks like you Kevin is simply that you chose not to do your own homework. The BFA have made their Strategic Plan a public document when they placed it on their website and it was published in full in the Bermuda Sun. The BFA completed detailed Business plans that where submitted to the Minister for his review and for final approval of their grant, again very public documents. The BFA have submitted Annual Reports spelling out in great detail how the money was spent; the Annual Reporst also include UNQUALIFIED Audit Reports (before you guess at it Kevin--look up what unqualified audit reports means) against the goals and objectives outlined in their Strategic Plan and Business plans. And shopwing the results of said plans. So Kevin, so stop playing at this -stop the whining, stop the bogeyman BS and if you can't find the documents, ask the BFA for these VERY PUBLIC documents.
The problem with folks like you Kevin, you just won't accept that they could do something right--even if the evidence is directly in front of you. Silly , silly boy!

I have to agree that I found this report useless. What the people want to know first and foremost is whether or not we recieved value for money for the investment we made. There is no mention of ROI or any indication that anyone on that team would understand how to evaluate accounts. Even if the funds were spent as both governing bodies previously indicated was that a good use? Could they have been better spent? The Minister must share the blame for the uselessness of this report because the remit was inadequate and the entire report serves no useful purpose.

one quarter of the report has the commission thanking the minister for the opportunity to serve. The next quarter is about terms of reference, the third quarter is about any other topics and lastly the remainder of the report thanks the minister for being able to serve...Could this task have been given to any school children?

Local Clubs – Both governing bodies feel very strongly that they do the best that they possibly can to act as good administrators for the sports over which they have responsibility in Bermuda. At the same time however, it is the very strong opinion of those people involved in discussions that certain of Bermuda’s social clubs are “not delivering the goods” at the end of the day

PHC is one of these club ask the Club President what's going on! that will BIU president!
