Anywhere else, civilised that is, would allow the owner a period of time to deal with it then littering fines would kick in. After that the local authority would remove it & bill the owner, along with the fines.

I would hope that some similar process is underway for this vehicle.

Anyone who has had an accident will realise that you have to call the tow truck company yourself and pay for removal of the car, sometimes the officer at the scene will call, but you still have to pay as the owner. Nothing to do with the BPS or the government lol. Our government has done a lot of foolishness, but can’t blame them for everything lol.
