The N number is given to people who are PARTIME fishermen. The boat is a very small boat, apparently not used for a very long time, a very old boat & certainly nowhere near large enough to be used as a primary source of income by fishing.

Further there is no motor on or in the boat, no battery, no source of ignition by accident. Boats sitting on land don’t suddenly burst into flames. Could be the owner was trying to dispose of a worthless boat by burning it.

So….what is the problem?
