Take plastic and bury in landfills – all this to keep the plastic from going into the ocean and stop from forming the circle of plastic trash which exists in the pacific ocean from developing in the Sargasso Sea. Heavily fine offenders of re-cycle and heavily fine boaters who throw plastic into the sea.
Heavily fines like $1,000 for first offense and increments of $1,000 each infraction.

Also, rigorously educate the public and especially school children (the future generations) of the importance of the sea and the importance of its ecosystems to Bermuda.
