Cuba is a novelty and it will lure many travelers from the U.S.A. Here is where we must step up our game if we wish to be competitive. As someone mentioned in another letter, (it was in reference to issuing bus passes to visitors.)I suggest don't stop there, offer all inclusive experiences, e.g. view of island from the top of both lighthouses, entry into the aquarium and meals to name just a few things. This would prevent tourist having to wait in lines etc. they can hop off of a bus or out of a taxi and explore balmy Bermuda with less hassles. We can add a percentage to their landing taxes to cover the price of the passes issued out. Remember not everyone will visit all the places they'll have a pass for therefore money will go back into the "pot" Each pass can be turned over to B.T.A. and one will get paid then...
