A drought occurs and your busy household uses up all the water quickly till it runs dry. You call the water truck to fill it up and you pay a hefty price for half a tank of water. The drought continues and you continue to buy water from the water truck, but at the same time the members of your household do not change their water usage habits. If this continues and you continue to pay the water truck driver then you start to make serious cutbacks on other areas of your household expenditure. Yet the drought continues and even after a little fresh rain the eager members of your household use the water as if it is abundant.

How can you ever get your tank water level again unless you have a deluge of rain or people learn to conserve your water, either way no levelling will happen!
