Why has this program not been in place for many years?

“The public will be aware that the Cash Back programme is made possible through disbursements from the Confiscated Assets whereby the proceeds of crime are provided to community organisations. This latest donation took place at Raleigh’s offices, located at 2 Midsea Lane, Hamilton”…blah blah blah…

Questionm is – WHO HAS BEEN POCKETING AND USING THESE ASSETS ALL OF THESE YEARS?

I do not want a political, PLP/OBA shyte-show answer either!This is evidence that there has been a cash flow associated with the proceeds of crime and it clearly has been pocketed for many many years…but by whom?
