“very substantial progress” = zero casinos, zero licenses. I wonder what “not much progress” would look like?

This is what happens when you pick people for your gaming commission with zero experience in the gaming industry.

Unfortunately this is how all regulation works in Bermuda. Bermuda has the world’s most expensive, least reliable electric, phone and internet service because the utilities regulator has no idea what it’s doing. Bermuda’s housing market and construction industry frozen for a decade because the BMA has no idea how to regulate banks to get home lending back on track.
