Police may say that their resources are spread thin, but certainly we need a way to increase or improve surveillance and nail these crooks.

A crime against a tourist has broad economic implications. If a couple of tourists get attacked, it could empty hotels, cruise ships, restaurants, bars, etc.
It can affect everybody who makes a living connected with tourism (which basically means it affects all of us, one way or another).
The sentence should fit with the consequences of the crime. a mandatory 25 year sentence would be an effective deterrent, and would reassure tourists they have the law on their side.

I believe they were spray-painting the roads to commemorate (“RIP”) the young man who recently was stabbed. In this instance it is very little the police can do it is their neighborhood and I can imagine that everyone in the area we visibly upset. Give them time to heal.
