		<description><![CDATA[Double counting is a frowned upon accounting practice and if a private sector business did it, illegal.  BTA &amp; BDA using the same numbers to justify their jobs is the most obvious problem with double counting. If the work overlaps, then merge the organizations. 

I do recall BTA taking credit for several conferences including coordinating hotels and transportation for a large international conference that could not accommodate everyone in a single hotel. BDA also took credit for the same international conference.]]></description>

Immediate economic impact for an agency such as the BDA is incredibly difficult to measure and report. One can simply use some common sense and consider whether we think the country is in a better position with the BDA (or BTA) or without.

Certainly, the private sector found great value in their partnership with the BDA and had grown to trust and invest in the agency. However, this was with the former CEO. the Interim has done a good job but we will have to wait and see how this will play out in the future.]]></description>
