@ A Pitt…there is one Head of the Public Service: Dr Binns. And, he reports to the Premier/Governor. He can, but will not make an independent decision. He will liaise with the Premier but is not compelled to take his advice or directive, but he will, if he wants to keep his job. La Verdad.

While they may sign off, the Minister certainly has authority to give recommendations to this entity. Sorry Minister you dont get off that easily by passing the buck. Im pretty sure you have some say. In all pay disputes, prisons, bus drivers, I dont recall hearing a Minister say such. So dear Minister you’ve told us what you can’t do so what can you do to bring about resolve?

Can someone explain why Bermuda has a Minister of Education, a Department of Education and the Head of the Public Service all having an involvement in Education, but no one seems to be in charge? No wonder it’s a mess.

There are 3 Heads of the Civil Service. O figure that! Dr. Binns, Marc Telemac and Col Lambe….so which one has to make the courageous decision. It’s rather simple Minister. No pay. No work. No pay. No notice to strike. No pay. Maybe the Union should let teachers know prior to their wild cat strikes that they won’t get paid. Then you will see how urgent the issue is or if they quickly come up with another way to get heard.
