I agree, but pessimist that I am I doubt many governments will do anything (look at the rape culture in parts of Africa and Asia as an example). And for others the involvement of their government will be a deterrent. Many people actively distrust anything their government touches.

The better way in my view is for people to lead. Government employees are certainly people, as are leaders of religions and other people of faith. The problem affects nearly half the population of the planet. It is time for the other half, my half, to take steps to change the culture in which we live.]]></description>
