Before Bermuda had political parties and Premiers, the Speaker of the House would appoint MCPs (usually who looked like him) to head up various boards and committees and that was how things got done and how they were run.
This situation is taken directly from that era. There is no difference. No it has nothing to do with the OBA or any other conspiracy theory that’s usually propped up by the PLP elite. This is blatant power consolidation by Burt and the PLP. It’s so clear that it’s blinding.
