How on earth do you limit the number to 500 in open public areas and get contact details on everyone? Sure the roads are blocked and marshals posted. Really? Who has the responsibility of counting people in and out to keep the number below 500 and who is checking? It is bureaucracy at its worst and unenforceable so why bother? No wonder restrictions are being challenged, or ignored.
