Give them a set amount. Get all the Heads of Departments together and tell them the amount available for Public Administration for 2022/23 is $x million. Around 10% less than 2021/22. It is up the the Heads to allocate this and there is no more. No extra for overtime or new hires or promotions. In a stroke, accountability is enforced.
