Paget Island, while it was not focused on at-risk youth, it offered participants a full week of camping with their peers, including discipline, critical thinking, and physical fitness along with kayaking, sailing, swimming, orientation, and rock climbing/abseiling.
I can vouch for many of those who attended when saying it was a program that pushed you to achieve and become a better person regardless of whatever personnel issues, or shortcomings one might have.
