But not necessarily surprising. IF we are surrounded by ocean, with only two means of getting here, and only one airport, it should be fairly easy to lock things down (assuming a moderate level of competence which in Bermuda is a big assumption).

It stands to reason there is a high likelihood of bad actors within Customs.
