Ferries usually get canceled due to bad weather, or as I have experienced, no captain to pilot the boat. Bermuda survived without the ferry.

As to steel, most of the 1988 steel remains in place throughout the ship. Hull, decks, bulkheads, etc. Unfortunately, it is not what you want that matters since you are not personally paying the bill. The Government never released any information to justify the retrofit. (surprise) Dare I say that people in positions of power cannot use an Excel spreadsheet to calculate ROI? Opps, I said it!

There have been many ferry cancellations over the past 2 years that might not have been necessary if we had the the MV Bermudian in service.

As for retaining the hull of the the MV Bermudian, and I suspect you have already anticipated this, I will take 1988 vintage American steel over 21st century Chinese steel any day.

"The cost to refit the ferry was $4.5 million, compared to the $12-15 million required for a new build."

How much revenue was lost during the two years the ferry was being rebuilt? We were never told. Bottom line, it is still a 1988 ferry and something is more likely to go wrong than if a new ferry was purchased. Since we bought EV buses from China at a reduced price, why was a new ferry not purchased from China at a reduced price?

But I ask again, how did we get by without this ferry for almost two years?
