Bikes cost thousands of dollars, it can affect your insurance premium, you may miss time at work, need to pay for alternate transport. Also the stress, fear, and anguish it causes victims. all of these things require recompense, and I dont believe thieves are requires to pay any recompense. criminals dont fear the punishments and the victims are made to suffer.
