Minister: Introduction Of Parent Council Rules
The Minister of Education, R. Wayne Scott announced the introduction of the Education [Parent Council] Rules 2015.
“The new Rules which are designed to improve parental involvement follow the March 2015 introduction of the Education Amendment Act 2015,” the Ministry said.
“The Rules give parents of children attending maintained primary or middle schools the autonomy to determine whether to establish councils and to choose the membership.
“The Rules are also intended to complement the existence of PTAs. Since parents determine the membership, the PTA executive [or selected members] can also serve as a school’s parent council.
“Parent Councils, which are advisory in nature, will give parents a broader voice on important school matters such as a school’s:
- draft budget,
- policy for promoting student achievement,
- policy for parent and community involvement, and
- strategic improvement plan and its monitoring.
“The Ministry of Education will be holding information sessions on the new Rules in August and September. Interested parents and others are encouraged to put any questions to the Ministry of Education Policy Analyst, Ms. Kimberley McKeown at 278-3311 or krmckeown@gov.bm.
The Rules will come into force on the first day of school of the 2015-2016 academic year, 8 September 2015, the Ministry said.

NOT another layer of Government B**L S*** to keep the peasants happy.
What we need is a good education system that we don’t have even with all the millions we spend.
We still have many of our children coming out of school un-educated
that they cant even get a Government job.
It’s not the system (wasted $ aside).
Harsh, but true.
I tend to agree here. There’s a ton of bloat here regarding people involved in the Education ministry, what’s with the proposals for additional layers? Where are the initiatives to actually streamline things so that monies can be dedicated to actual education?
This additional layer is a necessity driven by jurisprudence and the subsequent consultation process. In the judgement (2012:No. 98, attached link), the Chief Justice said that PTAs “would be consulted prior to any momentous decision (such as the transfer of principals)”. The “consultation” referred to in the judgement was not defined and this latest piece of legislation is an attempt to establish a framework that works for schools with actively engaged PTAs, those without, those that had Boards of Governors and the needs of the Ministry / school system as a whole.
