Recruitment For Permanent Secretary Position

“For the second time this year, a recruitment opportunity for the post of Permanent Secretary is available,” the Government noted today.

A Government spokesperson said, “Today, the Head of the Public Service, Cherie Whitter is encouraging interested individuals seeking rewarding and impactful careers at the executive level, to consider a career in the Public Service.

Ms. Whitter notes that “a generational shift” is influencing significant change among the senior ranks in the Government of Bermuda.

“As an indication, last month the Service welcomed four new Permanent Secretaries following retirements of several longstanding public officers – Mr. Randolph Rochester, Ms. Rozy Azhar and Ms. Jasmin Smith – all of whom served the government in various capacities for decades.

“As a reminder and as was shared recently, the new appointments to the executive level include, Mr. Andrew Pettit, Mr. David Kendell, Ms. Lisa Smith-Clarke and Mr. Kirk Outerbridge.

“Ms. Whitter notes that notwithstanding the recent recruitment drive that saw the appointment of the newest permanent secretaries, the Service is now actively seeking to fill another pending vacancy due to retirement.

Ms. Whitter said, “The retirements of senior leaders, who have served for decades and accumulated valuable experience and knowledge, creates an opportunity and a challenge for the public service to recruit, develop, and retain the next generation of leaders. We are looking for senior personnel who can bring fresh perspectives, diverse backgrounds, and new ideas to the Government of Bermuda.

“A permanent secretary is the most senior civil servant in a government ministry, responsible for leading several departments and ensuring the effective delivery of the Government’s policies and objectives.

“They work closely with the minister assigned to the ministry, providing impartial advice and support, and ensuring that the minister’s decisions are implemented. The position offers a unique opportunity to make a positive difference to the lives of the people of Bermuda, by contributing to the development and implementation of policies and programs that address the most pressing issues facing the island.

    With the number of public employees why isn’t there a formal succession policy? There must be many people capable of promotions. If not there is a very serious failing with the quality, not quantity, of the civil service.
