Phillips is in group C in Newport Beach, California.
In his opener, Phillips needed three sets to advance, defeating Adam Jones from Great Britain 7-6, 5-7, 6-3.
Phillips then took on Conrad Brown from USA, defeating him in straight sets 7-5, 6-0.
