Chantel Smith Earns PSEA Award For February

Chantel Smith of the Department of Financial Assistance earned the Public Service Excellence Award [PSEA] for February.

A Government spokesperson said, “The Government of Bermuda is pleased to announce that Ms. Chantel Smith of the Department of Financial Assistance has been recognised as the February Public Service Excellence Award recipient.

“Last Friday, March 21, Ms. Smith was awarded for her commitment to supporting Bermuda’s most vulnerable citizens, often going above and beyond her duties to ensure their needs are met with efficiency and compassion.

“With over 25 years of experience in public service, Ms. Smith, a seasoned manager and former Acting Director, has demonstrated extraordinary dedication to assisting clients facing urgent crises, such as homelessness, job loss, accidents, or child welfare concerns. She is known for consistently sacrificing vacations, weekends, and early mornings to ensure that deadlines are met and that both clients and colleagues receive timely, hands-on support.

“Her ability to cut through bureaucratic hurdles have significantly improved the lives of those she serves and have earned her immense respect from colleagues.

“Ms. Smith plays an active role in empowering the next generation through the Skills Development Programme, where she serves as a consultant. She routinely refers young men and women receiving financial assistance into the programme, helping them transition toward gainful employment and greater independence.

“Additionally, she is a strong advocate for Financial Assistance parents connected to the Child Day Care Programme at Happy Valley Day Care Centre, ensuring they are aware of and enrolled in some of the Government’s most impactful and accessible support programs to ease their financial burdens.

“To further bolster her department’s service delivery, Ms. Smith has also taken the initiative to develop internal case management guidelines, helping to streamline workflows, reduce team stress, and improve overall performance, clear evidence of her strategic leadership and commitment to excellence.

“Beyond her direct client work, Ms. Smith is also a leader in policy and programme development. As a key member of the department’s Policy Reform Committee, she has been instrumental in analyzing and improving policies and procedures that shape financial assistance programmes across the Government. Additionally, her role as a mentor and trainer has had a profound impact, with approximately 60% of department employees benefiting from her training and guidance.”

Premier David Burt said, “Ms. Chantel Smith has made an outstanding contribution to the lives of Bermuda’s most vulnerable—whether by responding in moments of crisis or by helping individuals take steps towards long-term empowerment. Her leadership in improving internal systems, mentoring her colleagues, and contributing to policy reform in financial assistance reflects the type of innovation, compassion, and dedication that this Government is committed to supporting and recognizing throughout the Public Service.

“Her work is not only commendable, it is impactful, and we are proud to recognise her as this month’s Public Service Excellence Award recipient.”

Head of the Public Service Cherie-lynn Whitter said, “Ms. Smith’s impact extends beyond her immediate responsibilities—her leadership, advocacy, and mentorship have strengthened her department and the wider public service. Her efforts exemplify the values of collaboration, excellence, and service that we strive to uphold.”
