HRC Releases Disability Inclusion Report
The Human Rights Commission has released its Disability Inclusion Report.
A spokesperson said, “The Human Rights Commission has published its Disability Inclusion Report, following a comprehensive consultation with the objective of understanding the lived experiences of people with disabilities and identifying the barriers they face in Bermuda.
“The consultation highlighted ten areas where focused action is needed to drive meaningful and measurable progress. They are:
1. Representation – Nothing About As, Without Us
2. Compliance, Accountability and Enforcement
3. Financial and Resource Support – A Dignity-First Approach
4. Government Leadership and Systemic Change
5. Disability Advocacy and Representation – Building Community Power
6. Data Collection and Measuring Progress
7. Accessibility – Removing Physical, Digitial and Societal Barriers
8. Legislation, Policy and Practice
9. Education, Awareness and Community Engagement
10.A National Disability Strategy”
According to Lisa Reed, Executive Officer for the Human Rights Commission, “Despite existing legal protections, the findings in the Disability Inclusion Report confirm that persons with disabilities in Bermuda continue to experience widespread discrimination, inaccessible environments and systemic barriers across critical sectors, including education, employment, healthcare, transportation, housing, and public services.
“Personal testimonials shared during the focus groups and a Community Conversation, brought depth and urgency to the public survey findings. Disability inclusion is not just a legal obligation, it is a moral imperative.”
Ms. Reed concluded, “The consultation confirmed that legislated rights alone are not enough. Implementation, accountability, and collective responsibility are essential.
“Bermuda has the expertise, resources and public will to build an inclusive society. We all have a role to play. Now is the time to act.”

I agree, but “accountability, and collective responsibility” in the public sector have been noticeably missing for the last 2 decades or so.
Congratulations this was long overdue. Well done Ms Reed
