Fahy On Facility MOU, Morgans Point & More
“The recent announcement by the Government about the medical tourism project to be located at Morgan’s Point raises a number of questions,” OBA MP Michael Fahy said.
Mr. Fahy — the Shadow Minister of Housing, Municipalities and Home Affairs — said, “My colleague, the Shadow Minister of Health, Robin Tucker, has already expressed her concerns from a healthcare perspective; however my concerns relate to the Morgan’s Point Development Act.
“It is important to remember that when delivering the 2024-25 Budget Statement, Premier and Minister of Finance David Burt listed work on Morgan’s Point as one of three major projects that would help to bolster employment in construction.
“He told the House of Assembly: ‘Over the last year, we have been preparing the groundwork to commence the development phase of this project and immediately add high-end housing stock to the country as support for the significant demand from our growing international business sector.’
“He went on to say, ‘The addition of rental capacity by way of the completion of partially constructed buildings is the best way to begin to reclaim value at the site, with the lowest execution risk. It also supports the work of design and development of a wider spectrum of rental units on site to address the pressing housing needs at all levels.’
“Mr Burt added that the Government was ‘working to finalise the Morgan’s Point Development Company Board, and discussions with banks about financing for the first phase of the project had begun.’
“He said that the first phase would involve the completion of the first five buildings that have already been partially completed to create 35 housing units.
“There has been little said about this since then. In the meantime, the Board has been finalised and in March of this year, MP Zane DeSilva was designated as the Minister responsible for the Company. Interesting, as the Minister responsible for Morgan’s Point he was not given a look-in at the press conference and neither was the Minister responsible for Tourism, MP Owen Darrell. So just what is going on?

- How does the medical tourism facility tie into the plans announced by the Premier in 2023 and 2024?
- Was the MOU approved by the Morgan’s Point Development Company Board?
- How much land at Morgan’s Point will be utilized for this project?
- Is the previously announced retail development park been put on the back burner?
- Is the medical tourism facility going to be built on land leased or purchased?
“There are so many unanswered questions, so we assume more information will be forthcoming and will look for the MOU to be tabled in the House of Assembly.”
