EIRC Programme Surpasses $600 Million

“The Bermuda Business Development Agency [BDA] today announced that Bermuda’s Economic Investment Residential Certificate [EIRC] programme has “surpassed $600 million in associated investments since its launch in 2021, marking five years of activity across key sectors of the Bermuda economy.”

A spokesperson said, “Since launch, the programme has attracted nearly 100 international investors and their families. The BDA manages the end-to-end investor process, delivering a coordinated, concierge-style service from initial engagement through to approval. Under the EIRC, applicants gain residency access upon approval of a minimum $2.5 million investment in Bermuda’s key industries, financial markets, real estate sector or non-profit organisations. In practice, investment levels have consistently exceeded that threshold, with the average investment reaching closer to $7.5 million per applicant.

“The programme’s strongest participation has come from Canada, the United States and the United Kingdom, with additional applicants from across Europe. The level of investment achieved to date reflects the programme’s continued relevance as a practical economic development tool for Bermuda.

“Of the more than $600 million associated with the programme, over $300 million has been directed to real estate development, around $200 million to the creation of new businesses in Bermuda, and more than $50 million to the growth of existing local companies. In 2025 alone, the programme delivered $19.4 million in economic impact in Bermuda.”

“The EIRC programme is helping Bermuda attract meaningful investment that supports jobs, business activity and long-term economic growth,” said Jason Hayward, Minister of Economy and Labour. “It is bringing in individuals and families who are making a genuine commitment to Bermuda, not only through capital, but through their participation in the life and future of the jurisdiction.”
