Donald Scott Sworn-In as Cabinet Secretary
Yesterday afternoon [Nov 12] during a ceremony at Government House Donald Scott was formally Sworn-In as the Secretary to the Cabinet of the Government of Bermuda.
Mr. Scott takes over the post following the tenure of Major Marc Telemaque. The post is effective Monday, November 15, 2010. Pictured below is Governor Sir Richard Gozney and newly appointed Cabinet Secretary Donald Scott:
Mr. Scott, a senior manager and executive in the Civil Service, has amassed a career of 25 years of service. Most recently he served as the Financial Secretary within the Ministry of Finance, a position he has held since April 2000.
As the Financial Secretary, Mr. Scott’s responsibilities included providing economic and financial policy advice to the Minister of Finance and managing the work portfolio of the Ministry of Finance Headquarters.
He had direct reports from five other departments (with a staff of 400 persons) within the Ministry who were responsible for the collection of approximately $1 billion in tax revenue and pension contributions.
Previously, he has held the positions of Chief Statistician, Census Superintendent, Assistant Financial Secretary (Economics & Finance), and Permanent Secretary in the Ministry of Health and Family Services. Pictured below is Donald Scott and Premier Cox:
Mr. Scott holds a Combined Honours Degree in Economics and Sociology from Dalhousie University (1978). In 1986, he completed a post-graduate management development programme jointly sponsored by the Bermuda Government and the New York Institute of Technology.
In 1992, he was selected to participate in the Duke of Edinburgh’s 7th Commonwealth Study Conference at Oxford University. He is a lifetime member of the International Banking, Economics and Finance Association.
The Secretary to the Cabinet is the most senior civil servant position. He is in charge of the Cabinet Office, the government department that provides administrative and management support to the Premier; the Cabinet, and the government as a whole. In his role the Cabinet Secretary chairs the Civil Service Executive (CSE), comprised of Government Permanent Secretaries – the principal governing body of the civil service.
