Police Passing Out Parade: 15 New Officers
Earlier this week the Passing Out Parade for Recruit Foundation Course #75 took place at Police Headquarters in Prospect, with fifteen new police officers on parade.
Those in attendance included Governor George Fergusson, Minister of Public Safety Michael Dunkley, Police Commissioner Michael DeSilva, Commanding Officer of the Bermuda Regiment Lt. Col. Michael Foster-Brown, Senator Jeff Baron, Shadow Minister of Public Safety Michael Scott, Acting Chief Fire Officer Dana Lovell, Collector of Customs Lucinda Pearman. Acting Commissioner of Corrections Keeva-Mae Joell-Benjamin, National Drug Commission CEO Joanne Dean and Bishop Lloyd Duncan.
Fifteen officers were on parade, led by Parade Commander Inspector Emmerson Carrington. The Drill Instructor was Constable Derrick Golding. The newest members of the Bermuda Police Service are:

There were several awards presented during the ceremony. The awards and recipients were:
Athletic Awards
The Instructors Cup is an award that is given to the fastest officer over the International 10 kilometre or 6 mile Flatts road running course.
- Presented to PC Monique Stevens for the fastest time of 1 hr, 2 mins and 51 seconds in the female category.
- Presented to PC Dominique Simons for the fastest time of 46 mins and 33 ses in the male category.
All Round Athlete & Physical Fitness Awards
- PC Monique Stevens (female).
- PC Dominique Simons (male).
Deputy Commissioner’s Cup
This award is for the best effort on the course and the officer who has made the most significant progress.
- Awarded to PC Christopher Douglas.
Academic Award
- Awarded to PC Nicole Outerbridge who achieved an overall test average of 93%.
Commissioner’s Shield
- Awarded to Red Syndicate led by Inspector Emmerson Carrington; consisting of PC Donna DeSilva, PC Llewellyn Simons, PC Nicole Outerbridge, PC Aaron Dyer and PC Jason Savoury. The award was collected by PC Donna DeSilva.
Baton of Honour
- Awarded to PC Dominique Simons who was selected as the most distinguished student officer by the Training Centre staff.
Commissioner DeSilva presents PC Dominique Simons with the Baton of Honour:
Public Safety Minister Michael Dunkley said, “In 16 weeks, civilians have been transformed into front line police officers. Through excellent instruction, self-discipline and family support, I am proud to welcome 15 new police officers into public service.
“Anytime ordinary men and women answer the call to serving the community we reflect on their willingness to serve with gratitude. Policing in Bermuda can be challenging. Some of the issues you will confront will bring you face to face with the social and economic issues of our times.
“I encourage you to be sensitive in your duties. Be mindful of the need for good conduct in and out of uniform and to enforce the law without fear or favour. The strength of the Bermuda Police Service is in the dedication of its men and women and the integrity they bring to law enforcement.
“This Recruit Foundation Course has produced officers with varied experiences. Ages range from 20 to 50 years and there are four degrees on parade today. The combination of youth and life experience and the added academic achievements means that rapid promotions should be the order of the day. Commissioner, this Course is going places.
“In closing, as I congratulate the 15 officers passing out today, let me also thank your families for their support during these last 16 weeks. Late nights and irregular hours may be just beginning and so the support of your loved ones will be critical to your success in policing.
“On behalf of the Government and people of Bermuda, thank you for answering the call to serve and congratulations on your success today,” said Minister Dunkley.
Shadow Minister Scott said he was pleased to congratulate and salute the 15 Police Recruits on behalf of the Opposition PLP. He said as the newest recruits refresh the ranks of the Bermuda Police Force in doing so they should always remember that they contribute directly to the promotion of the country’s democracy which depends necessarily on the security and law and order that they will now provide in association with the Bermuda Police Service.
