The Convening of Parliament ceremony took place this morning [Nov 7], with Government and Opposition MPs gathering to hear Governor George Fergusson deliver the 2014 Throne Speech, which outlines the Government’s Legislative Agenda for the year ahead. The Speech from the Throne is delivered was held at the Senate Chambers in light of the inclement weather.
Some of the highlights include plans to bring forward legal amendments to permit the use of specific forms of cannabis products for medical purposes, legislation to establish an America’s Cup Act, and Lindo’s, Supermart and The Marketplace continuing the 10 percent discount on Wednesdays until February 15, 2015.
It also included plans eliminate conscription and have the Bermuda Regiment to assume responsibility for inshore maritime patrols, expansion of ambulance service to improve emergency response in the eastern and western ends, amendments to allow roadside breath testing, and plans to solicit Request for Proposals to use the ‘finger’ peninsula at the airport for a large-scale solar photovoltaic facility.
The Throne Speech also contained plans for legislative amendments to give the Bermuda Health Council authority to name and shame employers who don’t provide health insurance for employees, an examination of Fixed Penalties Notices allowing Police to issue on-the-spot fines to persons committing minor offences, giving them the opportunity to pay a fine out of court and easing pressure on the court system.
