Market Review Of Telecommunications Industry

The Bermuda Regulatory Authority will be undertaking another Market Review of the Telecommunications industry.

“This will be the second market review of the industry undertaken by the Authority. The first was completed shortly after the Authority was launched in 2013 as a neutral and independent body, to help usher Bermuda into a new telecommunications age,” The RA said.

“The Authority oversaw the implementation of the Integrated Communications Operator Licence [ICOL], which allowed providers to offer a range of telecommunications services from one company rather than limiting companies to providing only one service.

“The market review’s objectives will consider the state of the telecommunications market in Bermuda and determine whether the rules safeguarding against abuse of significant market power currently in place remain effective and relevant. From this, the Authority may have to develop new, or modify existing, safeguards in order to address the current market conditions.

“Kyle Masters, Interim Chief Executive for the Regulatory Authority of Bermuda, said the market review is a necessary part of the process to ensure policies are in place, which benefit telecommunications consumers in Bermuda.

“The introduction of integrated licences has resulted in significant consolidation in the Bermuda telecommunications market and the introduction of bundles to the consumer.”

“The recent shift in the market, precipitated primarily by the round of mergers and acquisitions makes this review timely and relevant,” Mr. Masters said.

“The market review will be an opportunity for the ICOL holders and the Regulator to reflect on the state of the market three years after liberlisation and answer the key question: Is the market more or less competitive as a result of liberalisation?”

After a competitive tendering process, Deloitte [Bermuda] was selected to assist with the market review. Mr. Masters said: “I am pleased to be able to partner with the local office of Deloitte on this important project for Bermuda.”

The market review means the Authority has set itself up for a busy three quarters with the final report expected during the second quarter of the 2016/17 financial year.

Mr. Masters said: “I am confident that our team at the Authority will deliver a good result for the people of Bermuda.”

    Less competitive.

    Agree with Jolly – I was Toronto last year in a tech store and told them I had 8 Mbps speed and was told that it isn’t an option by Bell Canada. Slowest speed was 15 Mbps for under $40.

    Bermuda needs to get with the rest of the modern world.
