BHEC Issue Standard Health Benefit Moratorium
“A SHB moratorium memo went out to all providers on the afternoon of 6th March,” the Bermuda Health Council has confirmed, adding that “once we complete discussions on the re-designed SHB package for 2020 and how much it should cost, we will lift the moratorium to accept applications for those newly defined service areas.”

A BHEC spokesperson said, “A SHB moratorium memo went out to all providers on the afternoon of 6th March. The moratorium notice was to let providers know that we are currently working with other system stakeholders on re-designing the SHB package.
“This re-design is part of initiatives under health system and financing reform. These reforms can be seen in two recent briefs that were put out by the Ministry of Health [Innovation in Hospital Financing] and the Bermuda Health Council [Bermuda’s Health Care Cost Curve]. See here.
“Once we complete discussions on the re-designed SHB package for 2020 and how much it should cost, we will lift the moratorium to accept applications for those newly defined service areas.
“New health services can still continue to be added through coverage from our local insurers, despite the moratorium on SHB. The majority of non-hospital providers receive their reimbursement in this non-SHB way.
