Sex Offender Junius Caines To Be Released

[Updated] The Attorney-General has issued a “public notice of the impending release of sex offender Junius Carman Caines who will be released from Westgate on 24 June, 2019.”

“Mr. Caines, a 50-year-old black male who will be residing in Pembroke Parish, was convicted and incarcerated for serious sexual assault,” the Government added.

The Ministry said, “The Minister of Legal Affairs, Senator the Hon. Kathy Lynn Simmons, JP, today issued a public notice of the impending release, of sex offender Junius Carman Caines, who will be released from Westgate on 24 June, 2019.

“Pursuant to section 329H of the Criminal Code 1907, the Minister is empowered to disclose information in relation to sex offenders who are considered to present a risk of significant harm to the health or safety of the public, an affected group of people, or an individual. In accordance with this power, the Minister, after consulting with the Commissioner of Police, has determined that the public should be notified of Mr. Caines’ release.

“Mr. Caines, a 50-year-old black male who will be residing in Pembroke Parish, was convicted and incarcerated for serious sexual assault.

“Based on this and on other information received, the Minister has determined that the Ministry of Education should be provided with information regarding this offender, to ensure that relevant schools are notified about his impending release.

“If child abuse is suspected, contact the Intake and Investigations team at the Department of Child and Family Services [DCFS], Magnolia Place, 45 Victoria Street, Hamilton, on the KIDSLINE at 278 9111.

“Additionally, contact can be made with DCFS Coordinator Lisa Talbot at 294 5882, or Supervisor Maureen Trew at 294 5876.“

Update 5.12pm: The Ministry of Legal Affairs said they wanted to clarify information in this press release.

The Ministry said, “Mr. Caines was convicted of a serious sex offence not for a child sex offence. However, based on feedback received from members of the public, a Ministry spokesperson stated that the reference to the Department of Child and Family Services in the press release, has been misconstrued.

The spokesperson added, “The public is advised that in all cases involving the release of sex offenders, where public disclosure is made by the Minister of Legal Affairs and the individual is considered a high risk, the Ministry of Education has requested notification of the impending release of the offender.

“The reference to the Department of Child and Family Services is related to that request and is intended to provide useful information regarding child safeguarding and will appear on all notices.”

    So this guy, convicted of serious sexual assault and given a multi-year sentence, is released in LESS THAN A YEAR.

    Way to go Bermuda.

    Umm, the news reports from last summer said the man had psychiatric problems. Shouldn’t he be assessed at MAWI before being released?

    And I thought the man was sentenced to 3 years in prison last July. Now he is being released after less than 1 year. How does that happen?

    Yet we imprison drug mules, often desperate people taken advantage of and/or threatened to break the law by the real criminals, for 18 years.

      As for indicators, you obviously haven’t been in Bermuda long enough. Bermudian do not turn their indicators on, let alone leave them on!

      As for gay people, Bermuda wants to be even more conservative than Botswana, where the Supreme Court recently struck down the sections of the penal code that criminalise same-sex relations, or Angola, where its Parliament repealed the colonial era prohibition on homosexual relations earlier this year. Bermuda is going to the Privy Council to try to have the right to discriminate against gay entrenched in law!
