Public Health [Covid-19 Emergency Powers] [Phased Re-Opening] Regulations 2021 Large Group Exemption
Whereas the Minister of Youth, Culture and Sport considers that Sierra Cabral is justifying an exemption from the prohibition in regulation 5[5] of the Public Health [Covid-19 Emergency Powers] [Phased Re-Opening] Regulations 2021 on groups of more than 50 persons assembling;
Now therefore, the Minister grants an exemption under regulation 5[5] of those Regulations to Sierra Cabral of 25 Wilderness Lane, Smiths, FL06, permitting a gathering of 95 to assemble for the purposes of a Private Party on 1 August 2021 at 25 Wilderness Lane, Smiths, FL06 at 11am to 4pm, subject to the standard large group conditions below:
Standard Large Group Conditions:
- The number of attendees at any event cannot exceed 50% of the normal capacity at any indoor or outdoor setting. ‘Attendees’ include hosts, organizers, staff, volunteers, players, coaches, officials, spectators and vendors.
- The use of SafeKey is required for all attendees at any indoor gathering of 51 persons or more, and any outdoor gathering of 101 persons or more.
- Masks must be worn indoors and outdoors by staff and patrons if 6 foot distancing cannot be maintained, unless eating or drinking, or with members of one household or during physical exertion, per Public Health Guidelines at: www.gov.bm/mask-guidance
- Contact tracing details must be collected from all attendees including full name, date and time of visit, phone and email in case there is a positive case in attendance.
- Signage must be available throughout indoor and outdoor settings encouraging physical distancing and indoor mask wearing.
- Marshalls must be deployed at the rate of 1 Marshall per 50 attendees, in particular at the entrance, bathrooms, food and drink vending, and narrow and enclosed areas to enforce 6 foot distancing, hand hygiene and mask wearing. Marshalls can include staff, volunteers and security.
- Sanitizing stations must be available at the entrance of any indoor setting and on tables and bar counters.
- Lines for food, drinks and bathrooms must be marked to ensure 6 feet a distance between each person waiting in line.
- Staff should complete the online Infection Prevention Control training available at: www.gov.bm/infection-prevention-and-control-training
- Food and beverage vendors must comply with Environmental Health licensing and food hygiene regulations and requirements.
- Employees must be screened for signs/symptoms of COVID-19 at the start of their shift. Sick employees must be directed to stay home or immediately go home if they feel or appear sick.
- Adhere to cleaning and disinfecting Public Health guidelines at: https://www.gov.bm/covid-19-guidance-events-and-gatherings
- WeHealth is strongly encouraged as it will help contain an outbreak in case of a positive case at any event whether above or below 100 participants.
- A copy of this “Letter of no objection” for the Large Group gathering and the conditions must be posted at the entrance and clearly visible and kept on file to be made available upon request
The Ministry of Youth, Culture and Sport reserves the right to withdraw the permission to have 95 persons assembled at the event without notice or cost to the Bermuda Government subject to the status of COVID-19 in the local community.
The Bermuda Police Service and Officials from the Ministries of National Security, Health and Youth, Culture and Sport have right to attend and observe compliance of the conditions as prescribed above.

Whereas the Minister of Youth, Culture and Sport considers that Rosalie Simmons and Robert Lambe are justifying an exemption from the prohibition in regulation 5[5] of the Public Health [Covid-19 Emergency Powers] [Phased Re-Opening] Regulations 2021 on groups of more than 50 persons assembling;
Now therefore, the Minister grants an exemption under regulation 5[5] of those Regulations to Rosalie Simmons and Robert Lambe of 24 Spring Benny Road, Sandys SB03, permitting a gathering of 172 persons to assemble for the purposes of the Lambe/Simmons Wedding on 14 August 2021 at Astwood Park and Cedarbridge Academy at 4:00 pm to 9:30 pm, subject to the standard large group conditions below.

Now therefore, the Minister grants an exemption under regulation 5[5] of those Regulations to Chanae Burgess and Iejah Caines of 16 Green Acres Road, Devonshire DV08, permitting a gathering of 81 to assemble for the purposes of Burgess and Caines Wedding on 24 July 2021 at Waterville Gardens at 9am to 9pm, subject to the standard large group conditions below:

Now therefore, the Minister grants an exemption under regulation 5[5] of those Regulations to Charlene Thompson of Bermuda Police Service, permitting a gathering of 88 persons to assemble for the purposes of Team and Family Outdoor Movie Night on 17th July 2021 at Police Recreation Club at 8 p.m. – 12:00 a.m. subject to the standard large group conditions below.

Amended Large Group Exemption
Whereas the Minister of Youth, Culture and Sport considers that The Bands [Party People Ent, Nova Mas Intl, Code Red BDA] are justifying an exemption from the prohibition in regulation 5[5] of the Public Health [Covid-19 Emergency Powers] [Phased Re-Opening] Regulations 2021 on groups of more than 100 persons assembling;
Now therefore, the Minister grants an exemption under regulation 5[5] of those Regulations to The Bands [Party People Ent, Nova Mas Intl, Code Red BDA] Keidric Smith of 4 Heydon Gardens, Sandys, permitting:
- a gathering of 500 persons to assemble for the purposes of Carnival – Bacchanal Run at Bernards Park on Friday 30th July, 2021 from 3 a.m. – 9 a.m.;
- a gathering of 500 persons to assemble for the purposes of Carnival – Bacchanal Run at Bernards Park on Saturday, 31st July 2021 from 3am – 9 am;
- a gathering of 500 persons to assemble for the purposes of Carnival – Bacchanal Run at Bernards Park on Saturday, 31st July 2021 from 5pm– 11 pm.
Subject to the standard large group conditions below and the specific condition[s]:
- SafeKey must be used with all attendees.
- Masks required for all event staff, security staff and patrons. Removal of masks and facial coverings only allowed while actively eating or drinking.
- Two [2] Music Trucks required to reduce numbers of people following behind.
- All patrons required to wear wrist bands throughout each event. Four [4] Road Blocks to be used to ensure traffic is diverted away from the music procession. Marshalls to be placed at each road block to deter spectators from entering the run/music procession.
- Event staff/Marshalls to be deployed in the midst of the music procession to monitor, deter and remove anyone without a wrist band.
- Bernards Park to be rented to ensure no other use is occurring.
- Ten [10] Marshalls required.
