Mosaic Builds Out Global Tax Liability Team
Tax specialists Will Gay and Ze’ev Deutsch have joined Mosaic Insurance’s transactional liability team, boosting the global specialty firm’s tax-risk capability.
A spokesperson said, “Based in London, Gay will be Head of International Tax, Transactional Liability for Mosaic, leading development of tax insurance underwriting on risks arising outside North America. Deutsch, who joins Mosaic’s New York office as VP, Tax Americas, Transactional Liability, also represents a key addition; his role focuses on assessing a broad array of risks for the company’s North American mergers and acquisitions [M&A] business.”

The spokesperson said, “Tax liability insurance has become a crucial tool for taxpayers’ fiscal planning, as well as offering benefits to both buyers and sellers in M&A transactions. The product provides protection against a number of tax-related threats, including identified, but uncertain risks; potential losses arising with no clear precedent or guidance from a taxing authority; and scenarios in which transaction parties are unwilling to retain the risk.
“Gay has 18 years of professional experience, focused primarily on cross-border, transactional, and structural tax matters. Until 2020, he held senior advisory roles at several international law firms, advising high-profile corporate, financial services and investment fund clients on a full spectrum of complex tax issues. More recently, he held a leading role on an insurance tax liability team, focussed on European tax and contingent risks.
“Deutsch previously spent six years as a tax lawyer at Fried, Frank, Harris, Shriver & Jacobson LLP, where he focused on fund formation, opportunity zones, cross-border inversions, and other complex tax matters.
“Transactional liability coverage, including tax liability insurance and representations and warranties insurance [RWI], is core to Mosaic’s model, capitalizing on its leadership’s successful track record in the sector. The insurer, which launched in 2021, has assembled a top-tier transactional team of senior underwriters, tax experts, claims professionals, and legal analysts.
