CPA Honors Four With FCPA Designation
CPA Bermuda has recognized Jessel Mendes, Kent Charles Bascome, David Skinner, and Colm Homan with the esteemed Fellow of the Chartered Professional Accountants [FCPA] designation.

Jessel Mendes, FCPA
“Jessel Mendes has been recognized for his outstanding professional achievements and dedication to mentorship and community service. As a long-standing partner at Ernst & Young [EY] and the Strategic Growth Leader for the Bermuda, Bahamas, BVI, and Cayman EY region, Jessel has driven innovation and excellence across international business. Beyond his professional success, he has dedicated countless hours to leadership roles in organizations such as the Bermuda High School, CPA Bermuda, and the Bermuda Business Development Agency, fostering growth and development in Bermuda’s business and civic sectors.
Kent Charles Bascome, FCPA
“Kent Charles Bascome has been honored for his exemplary career spanning over three decades, including roles at Deloitte, CG Insurance, Accountant General’s Department, and Chief Financial Officer of Bermuda Land Development Corporation [formerly WEDCO]. Known for his strategic vision and commitment to fiscal responsibility, Kent has also devoted significant time to volunteerism, enhancing the financial systems of the Bermuda Football Association, Sandys Secondary Middle School, Boaz Island Village Corporation and contributing to the Matilda Smith Williams Seniors Residence and Committee of 25 for children with special needs. His recognition as an FCPA celebrates his profound impact on the accounting profession and the Bermuda community.
David Skinner, FCPA, CA
“With an impressive career spanning over 35 years, David Skinner has held leadership positions as CFO, COO, and Director at Aspen Insurance Bermuda Limited, along with key roles at ACE Limited [now Chubb], Bank of N.T. Butterfield, and Coopers & Lybrand. A strategic leader known for his ability to drive success in global financial institutions, David’s influence extends beyond the corporate world. His dedication to Bermuda’s cultural and artistic landscape is evident through his leadership as Chair of the Bermuda Festival of the Performing Arts and Commodore of the Royal Hamilton Amateur Dinghy Club. His FCPA designation recognizes a career built on visionary leadership, ethical excellence, and community impact.
Colm Homan, FCPA
“Colm Homan has enjoyed an over 30 year career in practice with PricewaterhouseCoopers, 25 of which have been here in Bermuda, where he specialized in the insurance and reinsurance sectors. Colm has been a transformative leader as a Partner at PwC Bermuda and Chairman of PwC in the Caribbean. Known for his expertise in corporate governance and financial regulation, Colm has also demonstrated a deep commitment to community service and to the accounting profession. He chaired CPA Bermuda from 2012 to 2014 through the transformative amalgamation of the Canadian profession which brought CA’s, CMA’s and CGA’s together. He has also served as Chair of Somersfield Academy’s Board of Governors and is currently on the board of P.A.L.S. His philanthropic efforts, including raising over $225,000 for pediatric cancer research in memory of his son Eoghan, highlight his unwavering dedication to making a difference.
