Wayne Caines Speaks At CAREC Conference
Wayne Caines — who is the Chairman of the Caribbean Electric Utility Services Corporation [CARILEC] — spoke at the 2025 CAREC Conference.
A spokesperson said, “Chairman of the Caribbean Electric Utility Services Corporation [CARILEC], Mr. Wayne Caines, delivered a powerful opening address at the 2025 CARILEC Resilient Energy Community [CAREC] Conference and Exhibition, urging regional leaders, utilities, and private sector partners to strengthen collaboration in pursuit of a sustainable Caribbean energy future.
“Under the theme ‘Powering Progress Together,’ Mr. Caines emphasized that the region’s energy security is inseparable from its economic survival and that cooperation among governments, regulators, utilities, and investors is essential to achieving resilience and sustainability across Small Island Developing States [SIDS].”
“Without reliable, affordable, and sustainable power, the Caribbean cannot grow, cannot compete, and cannot thrive on the global stage,” Mr. Caines stated, underscoring the urgency of regional unity in advancing energy transition goals.
The spokesperson said, “The Chairman commended the ongoing leadership of energy ministers, regulators, and utility executives who are shaping policy and regulatory reform, promoting renewable energy integration, and investing in workforce development across the Caribbean.
“He highlighted the Ministerial Edition of the Regulatory Roundtable, held earlier in the day, as a key step toward aligning strategies for the future of Caribbean power markets. The conference also features practical roundtables, an exhibition of cutting-edge renewable technologies, and networking sessions to forge lasting partnerships among energy stakeholders.

- 1. Expanded Membership Structure
- CARILEC has broadened its membership categories to include a wider range of participants in the energy ecosystem—ensuring inclusive representation for both traditional utilities and emerging renewable innovators.
- 2. CARILEC Awards of Excellence
- Set to launch in May 2026 at the annual CEO’s Conference, the awards will celebrate outstanding leadership, innovation, and service within the Caribbean energy sector.”
