BBA Officials Earn UCI Safety Certification
The Bermuda Bicycle Association [BBA] announced that Peter Dunne, President of the BBA, and Debbie Titterton Narraway, Executive Committee member, have successfully completed the UCI Event Safety Manager Programme and Examination, earning their certifications from the Union Cycliste Internationale [UCI] and the UCI World Cycling Centre.
A spokesperson said, “Both are active Race Officials and Race Directors, bringing practical race-day experience to this internationally recognised qualification, which was awarded on Tuesday, 10 February 2026 following completion of a structured programme and formal examination.
Where This Certification Applies
“This qualification is mandatory for nations hosting UCI-level events and will be applied directly to Bermuda’s national and flagship races, including:
- Bermuda National Road Championships
- Bermuda National Individual Time Trial Championships
- Bermuda National Mountain Bike Championships
- Sinclair Packwood Memorial Race
President’s Cup
“For these events, the Event Safety Manager role supports structured safety planning, formal risk assessment, and close coordination with emergency services and authorities, all in line with UCI requirements.
What This Means for Grassroots Racing
“The Bermuda Bicycle Association recognises that much of the local race calendar, including regular road and mountain bike races, is grassroots in nature, organised and delivered by dedicated volunteer race directors.
“These events are intentionally community-led and accessible. They are not expected to operate at the same level of formality as national or UCI-level competitions.
“However, the knowledge gained through the Event Safety Manager programme will be used to:
- “Review recurring safety themes across the season
- “Offer guidance and support to volunteer organisers where appropriate
- “Identify simple, practical improvements that reduce risk without adding unnecessary complexity
“The aim is support, not burden, and consistency, not control.”
A Practical, Proportionate Approach to Safety
“In Bermuda, cycling happens on narrow roads and shared spaces, and we rely heavily on volunteers to make racing possible,” said Peter Dunne, President of the Bermuda Bicycle Association.”
“This certification helps us apply the right level of safety planning to the right events. It supports our volunteers and strengthens our racing culture while keeping events accessible and community-driven.”

A spokesperson added, “By completing this UCI-accredited programme and examination, the Bermuda Bicycle Association strengthens its ability to meet international obligations for major events, while continuing to respect and support the volunteer-driven culture that underpins local cycling.
