BMA Releases 2025 Annual Report

The Bermuda Monetary Authority has released its 2025 Annual Report, highlighting a year of strengthened supervision, regulatory enhancements and continued innovation across Bermuda’s financial sector.

A spokesperson said, “The Bermuda Monetary Authority [Authority or BMA] has released its 2025 Annual Report. The report includes information on the BMA’s financial activities for the year ended 31 December 2025 and details a year of strategic activity, strengthened supervisory oversight and enhanced international engagement.

“Under the theme ‘Driven by Excellence’, the report is organised into sections covering supervisory and regulatory highlights, legislative developments, industry statistics, technology, operational improvements and financial information. The publication emphasises the Authority’s commitment to prudent frameworks that support transparency, continued resilience and market integrity in Bermuda’s financial sector.

“Key 2025 report highlights include:

  • “Supervisory Highlights: The Authority delivered robust, risk-based supervision across the sector, reinforcing Bermuda’s position as a well-regulated and resilient international financial centre. In the banking sector, the Authority implemented the full Basel III standards while ensuring banks remained well-capitalised and financially sound. Insurance supervision also remained a primary focus with extensive on-site reviews, supervisory colleges and stress testing
    • “Digital Finance: The Embedded Supervision Pilot was launched in late 2025. The pilot is designed to support responsible, technology-enabled supervision of Bermuda’s digital assets sector. Additional enhancements include updated custody rules for digital asset businesses and consultation on payment services and asset tokenisation
    • “Regulatory Enhancements: Key initiatives included the enhancement of the insurance group supervision framework, the introduction and implementation of a formal recovery planning regime and the launch of the public disclosure framework for commercial long-term insurers
  • “Sustainability and Community Engagement: In 2025, BMA House received the highly prestigious Leadership in Energy and Environmental Design [LEED] Gold certification, marking the organisation’s commitment to improving the building’s impact on our people and the local environment. The Authority’s polymer banknotes also received top honours and international awards for their artistic design and security features – reinforcing the Authority’s commitment to delivering world-class innovation and excellence in Bermuda’s currency”

The BMA’s Chief Executive Officer, Craig Swan, stated, “In a year marked by rapid change and growing complexity, the Authority upheld a spirit of excellence by strengthening our frameworks, enhancing transparency and resilience, and ensuring that innovation is matched by responsible, forward-looking supervision. This report is a powerful indicator of the BMA’s commitment to continuously improving our frameworks so that both address evolving risks and support responsible innovation within Bermuda’s financial sector.”
