MP Terry Lister On Recall Of The House
[Written by Independent MP Terry Lister] When the House rose at the end of the last session the Government informed all Members that we would return for three sessions in September. The reason is straight forward in that often Government cannot get through its agenda in a parliamentary year simply due to the challenges associated with the drafting process. This is an age old problem which has been experienced by Bermuda Governments and Governments around the globe.
The failure to complete its summer term agenda meant that there were a number of very light days in Parliament with little business of substance. Naturally, this gave rise to a certain amount of criticism as Members were disappointed that important Bills that had been promised in the Throne Speech had not come forward. As a result, the country can expect to see significant Bills being tabled and debated during these three sittings so that Government can meet its Throne Speech promises as well as further the People’s agenda.
I look forward to Government’s attempt to move forward its plan for the recovery of the country. There are few who do not appreciate the severity of our current situation thus all moves to create a better job climate will be welcomed by the people of Bermuda. It is my hope that these sittings will see Bills relating to the Tourism Authority [tabled], the Gaming Referendum, Park Hyatt [tabled] and Morgan’s Point among others debated and passed [even with amendment if required]. The public may hear “noise” concerning various Bills but noise that is made to improve a Bill is healthy and will benefit the community as a whole.
During the Budget sessions earlier this year, I encouraged the Minister of Tourism to bring forward legislation that will enable the passengers on cruise ships to gamble while in port. The cruise ships historically have not been allowed to have the casinos open when in port but I think today there would be few who will argue against it. I am pleased that legislation to this effect was tabled on Friday past.
I truly believe that these three Friday sessions will be very significant in determining how quickly we will be able to turn conditions around in our country. I encourage Bermudians and residents alike to listen in to the debates to actually hear the positions put forward by Members as we together work for the good of the country.

Mr. Lister, when this cruise ship legislation was put to the House under the previous administration, under Dr. Brown, did you vote for or against it? Why did you vote for or against it? And if your stance has changed why?
