Emergency Assistance Workshop Held In BVI
Last month, the Ministry of National Security’s Disaster Risk Reduction and Mitigation Team Analyst Dean Rubaine and the Bermuda Red Cross Disaster Manager Diane Gordon participated in a three day workshop in the British Virgin Islands [BVI].
Held from the 19 – 21 March, the workshop on the BVI Joint Cash Platform was facilitated by Avenir Analytics and hosted by the BVI Ministry of Health and Social Development, the BVI Red Cross, the British Red Cross, the United Nations Children’s Fund and the World Food Program.
The BVI Joint Cash Platform was created in the wake of Hurricane Irma and Hurricane Maria which hit the territory in September 2017, causing widespread devastation.
Following these disasters, the first Global Financial Assistance Program was administered by multiple agencies to pool funds and provide relief to the BVI. This later became known as the BVI Joint Cash Platform.
The objectives of the workshop were to promote a collaborative dialogue on how to prepare, design and implement an emergency financial assistance program to inform broader regional practice, and support Overseas Territories in the event of future emergency situations. It involved discussing and applying lessons learnt from the BVI Joint Cash Platform operation, and how to acquire and develop the emergency cash reserves for the system.
Also in attendance were representatives from Anguilla, the British Virgin Islands, Cayman Islands, Montserrat, Turks & Caicos, the British Red Cross, the Caribbean Disaster Emergency Management Agency, the Catholic Relief Services, the UK Department for Social Development, the UK Foreign and Commonwealth Office, the International Red Cross and Red Crescent Societies, and the Organization of Eastern Caribbean States.
