Establishment of the Bermuda Space Advisory Panel

Issued by the Minister of Home Affairs Dated: 14th September 2026

Pursuant to the powers conferred upon me as Minister of Home Affairs, and in accordance with section 61[4] of the Bermuda Constitution Order 1968 [“the Bermuda Constitution”], I hereby direct the establishment of the Bermuda Space Advisory Panel [“the Panel”].

Purpose
The Panel is established to provide independent, high-level strategic advice and recommendations to the Minister of Home Affairs [“the Minister”] concerning Bermuda’s space and satellite sector and the development of an updated national space strategy.
The Panel shall assist the Minister in identifying realistic opportunities through which Bermuda may use its geographic position, orbital resources, international relationships, technical capabilities, and established strengths in insurance, reinsurance, risk management and financial services to support sustainable economic development and Bermudian participation in the space economy.

Functions
The functions of the Panel shall be to:
review Bermuda’s current space-sector position and assess the implementation and continuing relevance of the 2020–2025 National Space Strategy;
advise on the objectives, priorities and recommended actions for an updated national space strategy;
assess commercially realistic opportunities relating to satellites, networks, earth stations, ground-based services, orbital resources and associated professional services;
consider opportunities relating to space insurance, reinsurance, investment, capital markets and alternative risk transfer solutions;

advise on STEM education, training, workforce development and pathways for Bermudian participation;
consider the infrastructure, legal, regulatory, licensing, spectrum and other enabling conditions relevant to the development of the sector;
advise on collaboration with the United Kingdom, Caribbean partner administrations, international institutions, academia and industry;
identify material information gaps, implementation barriers, risks, dependencies and potential delivery partners; and
perform any other advisory function within the Panel’s purpose as directed in writing by the Minister.

Status and limitations
The Panel is advisory in nature only and is not a statutory authority, regulator, service provider, consultant or decision-making body.
The Panel shall not exercise statutory, executive, regulatory, licensing, procurement or expenditure powers and shall not direct the work programme or resources of any Ministry, department or public authority.
The Minister is not bound by any advice or recommendation of the Panel and retains responsibility for all policy decisions, approvals, publication and implementation arising from the Panel’s work.
A member shall not represent or bind the Government, the Minister, the Ministry of Home Affairs [“the Ministry”], the Department of Energy [“the Department”] or the Panel, or make any commitment on their behalf, unless expressly authorized in writing.

Membership
The Panel shall comprise not fewer than five and not more than eleven members appointed in writing by the Minister.
The Minister shall appoint persons who, collectively, have relevant expertise, knowledge or experience in areas including space engineering and operations, commercialization and

innovation, investment, telecommunications and infrastructure, law and regulation, insurance and financial services, education, workforce development, or international partnerships.
Members may be appointed from within or outside Bermuda and shall serve in their personal advisory capacity unless their instrument of appointment expressly provides otherwise.
The Minister may designate a member to serve as Chairperson where considered necessary. In the absence of such designation, the Panel may conduct its work under the facilitation arrangements set out in paragraph 7.
A member shall hold office for the duration specified in the member’s instrument of appointment and shall be eligible for reappointment.
A member may resign by written notice to the Minister. The Minister may revoke or vary a member’s appointment at any time by written notice.

Meetings and participation
The anticipated plenary model shall comprise an initial session held virtually and a second session held in person in Bermuda. Additional meetings may be held virtually unless the Department advises otherwise.
The dates, format, agenda and arrangements for meetings shall be determined by the Department in consultation with Access Partnership and, where applicable, the Chairperson.
A quorum shall consist of a majority of the appointed members. Where a quorum is not present, discussion may proceed for information purposes, but any collective recommendation shall be confirmed subsequently by a majority of the appointed members.
The Panel shall seek to formulate its advice by consensus where practicable. Material dissenting or alternative views shall be recorded.
Members are expected to review materials in advance, attend prepared, participate fully in discussions, contribute their expertise and provide reasonable follow-up input. No separate written deliverable shall be required from an individual member unless agreed with that member in writing in advance.

Role of Access Partnership
The Minister has authorized Access Partnership, as the Government’s contracted consultant for the relevant strategy work, to support the Panel by:
planning, leading, facilitating and chairing the plenary sessions;
preparing and presenting relevant research, briefing materials and discussion questions;
guiding discussion in accordance with the agreed agenda and the Panel’s mandate; and
consolidating the Panel’s discussions and agreed outcomes into the deliverables required under its contract with the Department.
Access Partnership’s role does not confer authority to appoint Panel members, determine their terms, make Government decisions, bind the Minister or Government to any position or commitment, exercise the Panel’s advisory functions independently, or commit Government expenditure.

Secretariat and administrative support
The Department shall oversee the engagement and provide or coordinate secretariat and administrative support to the Panel, including:
coordinating meeting dates and participation arrangements;
circulating agendas, briefing materials and other relevant documents;
maintaining appropriate records of membership, attendance, declarations and meetings;
coordinating communications, advice and reports between the Panel, Access Partnership, the Ministry and the Minister; and
performing any other administrative function reasonably required for the Panel’s work.

Reporting and use of advice
The Panel shall provide collective advice and recommendations to the Minister through its plenary discussions, meeting outcomes and any report or other output requested by the Minister.

Access Partnership may consolidate the Panel’s discussions and recommendations into its contracted deliverables, subject to review and acceptance by the Department in accordance with the applicable contract.
No advice, report or recommendation of the Panel shall be published or presented as an approved Government position unless authorized in writing by the Minister or an authorized Government officer.

Fees and expenses
Members shall not receive any fee, honorarium, day rate or other remuneration for their appointment or participation in the Panel.
Membership does not create an entitlement to reimbursement of travel, accommodation, subsistence or any other expense. Any reimbursement shall require specific prior written approval from the Department and shall be subject to applicable Government policies and satisfactory supporting documentation.
No member may incur expenditure or make any financial commitment on behalf of the Panel or the Government.
Conflicts of interest
Members shall disclose promptly and in writing any actual, potential or perceived conflict of interest relating to the work of the Panel and shall update their disclosure if circumstances change.
The Chairperson or, where no Chairperson has been designated, the Department shall determine appropriate measures to manage a disclosed conflict, including restricting access to information, requiring withdrawal from a discussion, or recording the conflict in the meeting record.
Confidentiality and information handling
Members shall maintain the confidentiality of all non-public information obtained through their membership and shall use such information only for the work of the Panel, except where disclosure is authorized by law, the Minister or an authorized Government officer.
Members shall comply with any information-handling or security requirement notified by the Department and shall promptly report any suspected loss, unauthorized access or disclosure.

The obligations in this paragraph shall continue after a member’s appointment ends.
Duration and amendment
This Direction takes effect on the date of signature and shall remain in force until revoked, amended or replaced by the Minister.

The Minister may amend this Direction at any time by further direction in writing.
