so if I get arrested for not paying a moving violation, can I pay the outstanding fine at the police station or do I have to 2 wait until next court session.

minor violations like that can be dealt with at the Police station. More serious warrants like assault that require you to see the magistrate the next time court open cant be paid, but you can get bailed if you call a lawyer who then calls a Magistrate. This process costs about $300 – $350.
