Bermuda Airport Authority Certification Training
Bermuda Airport Authority senior staff successfully completed initial training toward P3 specialist certification, with Lester Nelson, Carlos Lee, Ari Ming, Jamie Sapsford, Tanecia Burgess, Justin Simons and Anjali Bhalla passing the Level 1 Foundation Examination, a first step in the Certified Public Private Partnership [PPP] Professional Program.
A spokesperson said, “The Certified PPP Professional Program was initiated by the World Bank and other Multilateral Banks in the 1990’s to guide PPP structures and encourage successful funding of large global infrastructure projects.
“The Airport Authority’s Director P3 Contract Management, Michele Bean, was the first Bermudian to become a Certified PPP Professional after completing the rigorous program last year. She and PPP Project Director, James Campbell, monitor and directly oversee adherence to details in the 30-year Project Agreement with Bermuda Skyport Corporation Limited to redevelop and operate the airport passenger terminal.”
Bermuda Airport Authority CEO Lester Nelson said, “The Certified PPP Professional designation is the definitive certification for public private partnership professionals. P3 projects typically deliver large-scale public infrastructure where risks and operational activities are allocated to the private enterprise or retained by the public sector, depending on which party is best placed to manage the risks or operations.
“In our case, the public sector party is the Bermuda Airport Authority and the private enterprise is Skyport. A key success factor is completely understanding the Project Agreement and managing relationships.”
The spokesperson said, “In addition to Foundation training for senior staff, members of the Bermuda Airport Authority’s Board and personnel from the Authority’s Air Navigation Services including, Air Traffic Control, Bermuda Weather Service, Air Traffic Engineering and Maintenance, along with 10 members of staff and Board members from Bermuda Hospitals Board [BHB] also attended a one-day Fundamental PPP Principles Seminar.”
